Set the core connotation of "people-oriented" in the new urbanization strategy,and apply the philosophy of "people-oriented" in sports which acts as the configuration concept,while using the basic methodology of "human being" in the study of economic management,the study aims to accelerate the construction of new public sports infrastructure through the research on the allocation of public sports resources in small towns,so as to realize the overall social welfare goal of the comprehensive development of physical and mental health for urban and rural residents in Zhuji city.With the accelerated promotion of the national fitness strategy,the increasingly diversified and differentiated fitness needs of urban and rural residents force the government to accelerate the transformation to a service-oriented government in the allocation of resources.Fair and righteous allocation of public sports resources is not only the responsibility of the government on the new journey,but also the justice of the government’s public service system should have.Based on this,this study takes the related research on the allocation of domestic public sports resources as the logical starting point,and takes the supply and demand theory of public goods,public choice theory,public goods theory and domestic urbanization theory in economics as the theoretical support.After having the actual investigation and re-examination of the basic status of the allocation of public sports resources in small towns in Zhuji city,while the low efficiency of the allocation,the government’s public behavior and other problems that contradict the people’s sports rights and interests,this study tries to explore and construct the allocation theory of Zhuji city so as to create a sports characteristic town,and according to the specific analysis of the ways and methods of resource allocation in small towns,it puts forward the allocation strategy of optimizing the public sports resources of small towns in Zhuji city under the new urbanization,in order to manage the public sports resources for the municipal government,guarantee the good fitness needs of urban and rural residents,and strive to promote the integration of urban and rural development of Zhuji city public sports resources allocation as well as providing beneficial exploration.The main conclusions of this study are as follows:1.The "basic" allocation of public sports resources in small towns in Zhuji city has achieved "equalization" on the quantity level,so it is urgent to coordinate the integrated allocation of public sports resources in small towns to achieve the goal of "equalization" on the quality level.2.Urban residents’ demand for fitness in Zhuji city is highly elastic,which is in contradiction with the existing contents,structure and methods of public sports resources allocation on the supply side,and it is urgent to carry out the reform of allocation efficiency,structure and mode.3.The allocation of basic sports resources,such as human resources,financial resources,organization and material resources,which gives play to the role of "human" education in the sense of economics in small towns is not prominent,and it is not conducive to the further implementation as well as implementation of the national fitness plan in small towns in the future.4.The pure technical efficiency of input and output of sports in Zhuji city shows a strong trend of fluctuation,and the fluctuation of scale efficiency is relatively small.With respect to the pure technical efficiency and technical efficiency,the scale efficiency of the input-output projects with allocation expenditure of sports in Zhuji city is lower than that of the county-level cities in the four corresponding periods.
