The Economy In China Under The New Normal Government Optimization Study Of University Students' Employment Environment

Under the background of the globalized financial crisis,the external risks faced by China's economic development are becoming increasingly prominent.In this context,the CPC Central Committee has made rapid judgments and deep grasp of the economic development trends both at home and abroad and put forward the basic idea to adapt to the new norm as well as lead the new norm.The current problems we are facing like high cost,transition pressure,gradually disappearing demographic dividends and other issues,have a profound impact on China's employment situation.We take Okun's Law as our basic theory that the economic growth rate is negatively correlated with the unemployment rate,that is,the economic growth rate increases while the unemployment rate decreases,the number of employees increases.On the other hand,the economic growth rate decreases while the unemployment rate increases,the number of employees decreases.The data shows that the total number of college graduates in China in 2015 has reached 7.49 million,an increase of220,000 over last year.College students structural unemployment and other employment pressures continue to increase.Premier Li Keqiang repeatedly stressed that the slowdown in economic growth is bound to cause difficulties for college students to find jobs.So as to further promote the employment and the entrepreneurship of the college students,first of all,we should begin to optimize the employment environment for college students.The environment can be divided into two parts: the natural environment and the social environment.According to the attribute of the environment,the author thinks that the employment environment of college students belongs to the social environment.While according to the size of the environment and the factors that affect the employment of college students,we can divide the employment environment of college students into economic environment,political environment,employment market environment and the conceptual environment of the employing units these four parts.The economic environment in this article particularly refers to the sum of the new economic norms impacting the employment of college students since 2009;the political environment refers to the sum of the political factors influencing the employment of college students;The employment market environment refers to the factors that affect the employment of college students in the employment market.The conceptual environment of the employing units refers to the selection orientation of the college students.According to the context of the "new norms" in China's economy,the direction of policy and the long-term growth targets,the growth rate,the growth mode,the economic structure and the allocation of factors of the new economic norms will have an impact onthe employment environment of college students.So it will be a new norm that the number of the increased posts will be uncertain,while the college students will be technically unemployed.Furthermore,to encourage and support college students to start business will be the new employment norm under the new norm.The study shows that the reduction of the new jobs and the structural unemployment coexist under the current employment environment of college students in China;On the national policy,the follow-up policy can not catch on with the grass-roots employment;the college employment guidance policy is not well implemented;the supplying and demanding information can not be fluently matched;In the employment market environment,the employment competition of college students is fierce and the employment service mechanism is not perfect.In the employing environment of the units,discrimination and injustice still exist.Therefore,this article will analyze and find out the reasons for the above problems one by one to find out the countermeasures.It is urgent to develop new channels for the college students' employment and that strengthening the macro-control and vigorously developing the tertiary industry,adjusting the structure of higher education and improving the employment service mechanism,implementing anti-employment discrimination and other measures will be conducive to creating a harmonious employment environment for college students.
