Employment is the biggest livelihood of the people,and the employment of migrant workers is more related to the solution of the issues concerning agriculture,rural areas and farmers.Especially in the context of promoting rural revitalization,with the revitalization of rural industries and the increase of development opportunities,more and more migrant workers choose to return home to find jobs and start businesses.According to statistics from relevant national departments,driven by the rural industry,more than 18 million rural migrant workers will return to their homeland and stay in their homeland for employment in 2020.Although returning migrant workers choose to return to their hometowns for employment and entrepreneurship,due to the common influence of various complex factors such as unbalanced economic development and large gap in public service level,there are still many employment difficulties such as low employment quality for migrant workers returning to their hometowns for employment.These difficulties not only seriously affect the stability of migrant workers returning to their hometowns,but also affect the talent base of rural revitalization,hindering the path of rural revitalization.In view of this,this paper will focus on the plight of migrant workers returning to their hometowns to find jobs and start businesses,in order to accelerate the pace of rural revitalization.The essay pitching-in the context of rural revitalization,analyzed by literature analysis,questionnaire survey,descriptive statistics and other methods,based on the symbiosis theory of human capital theory,Maslow’s hierarchy of needs theory and the new public service theory,and use J town of Y county as a citation to around the rural workers returned to thier hometown employment dilemma and coping research then conduct a study.The analysis shows that the current plight of migrant workers returning home is mainly manifested in the following three aspects: relatively few opportunities for migrant workers returning home,relatively poor quality of employment and relatively poor employment environment,the lack of employment occasions includes two aspects:One is that the whole scale of countryside is small so the whole number of jobs available is limited,another is that the job opportunity that fitting for migrant workers relatively less;The quality of employment is poor which cover four aspects: employment environment,employment benefits,employment stability and superior risk of entrepreneurship.The relatively poor employment environment is from two aspects: employment safety environment and employment living environment.On this basis,it is further analyzed that there are four reasons for the employment dilemma of migrant workers returning home: the reasons at the individual level,the reasons at the industrial structure level,the reasons at the government service ability level,the reasons at the system level;At the individual level,the reasons are mainly from gender,age,physical health status,education level,marital status.At the level of industrial structure,the reasons include unreasonable industrial structure and low degree of industrial integration;The reasons of the government service ability are mainly from the government’s financial ability and employment service ability;Institutional factors specifically refer to the unscientific implementation of government policies and the unsound social security system for migrant workers and the unsound entrepreneurial security system.Finally,combined the local actual situation,from the optimization of rural industrial structure of human capital Government service ability improving system execution,etc,the plight of migrant workers returning home to crack From the perspective of human capital focuses on constructing the education training system of precision. |
