Since the reform and opening up, the Party and state leaders have always attached great importance to the legal education of the young students.At the same time, along with the advance of Chinese rule of law, the legal education in colleges and universities has made unprecedented achievements. However, the principle of comprehensively implementing the rule of law has given new missions to legal education in colleges and universities, which takes the ideological and political theory courses as main channel and front. At the fourth meeting of the18 th National Congress of the Communist Party of China, President Xi proposed to comprehensively promote the rule of law and build a socialist country ruled by law, which makes it an urgent task to improve and strengthen the legal education by the ideological and political courses in colleges and universities.Generally speaking, legal education is the education and teaching activities based on laws and regulations as well as legal systems. Against the background of rule of law, it is required that legal education in colleges and universities should not only emphasize the knowledge of laws and regulations, but also cultivate their legal awareness, legal spirit and lawful acts.Therefore, the main subject of deepening the reform and improving the quality of ideological and political courses is to discuss how to carry out the new spirit and new requirements of overall rule of law in teaching process and how to further improve and strengthen the legal education in accordance with the requirements of “entering into teaching materials, into the classrooms and into students' minds”, so that we can enhance the effectiveness of legal education.Major work of this paper includes four aspects as follows: The first part studies the concept and main theory of rule of law as well as its importance in the university personnel training. Based on the reality of legal education in ideological and political course, the second part attaches great importance to the necessity and urgency of improvement on current legal education in ideological and political course and puts forward some major problems concerning subjectivity of legal education, melioration of legal education teaching methods, moderate adjustment of legal education teaching contents and so on. The causes of these problems are various: Subjectively speaking, teachers' and students' attitudes to the rule of law and legal education, together with their identification to the value of the rule of law and legal education lead to these problems; objectively speaking, lack of penetration and under-professional teachers are the major causes. The third part further analyzes ways for a full-scale penetration of legal education from the aspect of the complex relations in legal education in the ideological and political course. By probing into the relationship between the legal education and moral education, legal education and ideological education, etc, this part proposes to reconstruct the legal education in ideological and political course. The last part demonstrates severalsuggestions for the improvement of legal education in ideological and political course,including enhancing the top-level design and an integral construction of curriculum system,teaching system, teaching evaluation system and so on.This paper fully affirms the great achievements legal education in colleges and universities have achieved since the implementation of reform and opening up policy, and focuses on the analysis of legal education in ideological and political course in line with the new requirements of the rule of law. In addition, this paper points out several aspects to be improved and presents some advice involving the improvement of legal education in ideological and political course,transformation of teachers' and students' attitudes to the rule of law, enhancement of mutual penetration of different courses, innovation of comprehensive evaluation system. This paper aims to provide theoretical reference for legal education in ideological and political course to better serve for personnel training in this modern state ruled by law.
