Research On The Capability Building Of Professional Services Of Social Work Organization

Professional service Capability is the lifeline of the development of social work organization,The capability-building of professional service The capability-building of professional service is the mighty motivation to promote lasting development of social work,and it is also the cornerstone to achieve its healthy and sustainable development.The development of Shenzhen social work is the pioneer in national wide,which have set an example model for others significantly.Under the perspective of environmental theory and resources dependency theory,the thesis surveyed and researched the current development of social-work service capability in Shenzhen,Through in-depth interviews with all kinds of employees of social workers,this paper examines the construction of professional service ability of social work institutions with qualitative research and action research and case study.the finding is that the capability-building of professional service in social work as whole is not optimistic.Firstly,the services of social work as whole is premature;secondly,the capability of resource integration is in its initial phrase of development.Thirdly,awareness of self-evaluation is sensitive,but its capability is not strong equally.Fourthly,the service of social work goes towards more homogenization-oriented,and lacks innovations;Fifthly,advocate capacity of social work institution runs at low level.Finally,awareness of brand building is strong,while the capability is weak cased by insufficient financial supports.In the meanwhile,insufficient capability-building is pushing the human resources,financial and institutional managements in jeopardy further.Through analyzing the interaction relationship between the social work organizations and systematic and technological environments,the founding are that systematic environment performed greatly influences on technological one,and further shackled the development of capability building in social work.The shortage of professional talents is one of obstacles brought by systematic constraints.Both social work industry and social workers have not yet been fully recognized and legalized by authorities under current policy environment.The flaw and babelism of policy system restrict the capability building of professional service.the social work staff did not get deserved payment.government purchase mechanism of social work services and professional evaluation mechanism is imperfect,and so on.The restriction of technology environment includes the lack of professional talents supply,the defects of higher education in social work and higher vocational education influences qualities the social worker.The managements of continuing education system and service mechanism of social work is insufficient.The restrictions on development was brought by the service standard system-building of profession and social work institutions and institutional governance and management level.Through the research,the author draws a conclusion,which in macro view the government needs to take responsibility to create and improve the system of professional environment to support social work institutions,In medium perspective,profession management organization needs to build professional-oriented technology environment;In micro view,social work institutions should layout the capability building of professional services motivated by public welfare-oriented,including management capabilities,human resource planning,management system building,the normalized mechanism building of self-assessment and cultures.
