Since the 1970’s, such developed countries as the United Kingdom and the United States have executed a massive campaign to promote the capabilities of nonprofit organizations. In current China, under the background of the innovation of social management, a large number of professional social work institutions have come into being. Consequently, government and non-government institutions of social work at all levels gradually realize the importance and urgency of the construction of professional service capabilities. In recent years, private institutions of social work are developing at a fast speed with their structures optimized, quality improved, and role in providing public service, satisfying basic needs and resolving conflicts notably played. As a result, these institutions have become one important factor for social and economic development.The fact that Government purchases service from the society presents a big room for the development of social organizations, which has inspired the enthusiasm of teachers and students majoring in social work studies. Moreover, relevant policies in China further encourage university teachers and students’involvement in professional social work organizations. The social work institutions created by those teachers and students are advantageous for their professional knowledge, as well as their contribution to reaching a good social effect. Meanwhile, the institutions can also promote the integration of college discipline and corresponding organizations, which is good for teachers and students to accumulate experience in social practice, promote the development of teaching and scientific research. In addition, the practice is beneficial for promoting the innovation of social management and the localization development of social work. The process of constructing professional service capabilities, however, is also confronted with such problems as fund shortage, lack of management experience and low social acceptability, which necessitates a solution with a joint effort from policy orientation, capacity construction, interaction of government with institutions and other aspects.This research is a case study of the growth and improvement of one professional social work institution established by university teachers with analyzing the establishment, operation and its participation in social management, expounding the components of capability construction of such organizations and the difficulties and opportunities in the process of development. The research classifies professional service capability into two aspects:exterior support and interior management and takes the X Social Work Institution in Huainan, Anhui as a case by focusing on analyzing the emphases, achievements and real difficulties for such institution established by college teachers. The research has found:the X institution has made some achievements in both exterior support and interior management, such as the construction of a team of high-quality professional talents, the gradual improvement of institution operation, the optimization of service provision and the increasing social acceptability; nevertheless, there still exist many problems concerning the X institution, including the limitation of self improvement, lack of policies, regulations and network of social support and the interior management defects; finally, with an aim to providing a reference for other private social work institutions, the study proposes some suggestions and expects a promising future direction concerning both the exterior support and the interior management of social work institutions. |
