The building of university science parks' service capability is of great significance for accelerating the transformation of scientific and technological achievements,promoting economic and social development,and building an innovative country.In recent years of research and practice summarization,more and more university science parks managers and researchers have found that the original design of the university science parks are very attractive,but the actual service capability of the operation is limited compared to expectations,and it often falls into the incompetence.The incubation of enterprises in parks to provide effective help is difficult.Most university science parks can usually only provide venue leasing services and simple business consulting for companies.This is a great departure from the original intention of university science parks.How should university science parks strengthen their own capability building and give full play to their role in the context of accelerating the building of an innovative country,so as to better serve the cultivation of science and technology talents and the transformation of technological achievements in universities,and have become the competent department of higher education and hot issues concerned by science and technology worker.University Science parks are important part of the national innovation system.The strength of its service capability will greatly affect the efficiency and quality of university science and technology achievement transformation.In this sense,research on the service capabilities of university sciences parks is particularly necessary.As a hybrid organization that integrates public welfare goals and economic goals,the university science parks must be different from pure economic organizations and non-profit organizations or government departments.Therefore,in combination with the organizational attributes and characteristics of university science parks,in-depth analysis of the ontology attributes of university science parks,and finding a suitable methodology suitable for the building of university science parks' service capabilities,can scientifically and efficiently guide the building of university science parks' service capabilities.On the basis of combing the theory of organizational capability building and western public governance theory,this paper chooses the new public governance theory proposed by scholars such as Stephen Osborne as the methodology for the building of service capability in Chinese university science parks.The new public governance theory critically absorbs western public governance theories on the one hand,and absorbs the essence of the service-led logic theory on the other,laying a solid theoretical foundation for the service capability building of university science parks.Under the guidance of the new public governance theory of service-oriented logic,this paper designs a framework system for the service capability building of university science parks,and clarifies the goals of service capability building of university science parks,the basic principles and guiding ideologies that need to be followed.Since the service capability building of university science parks is a persistent process,this article takes the theory of continuous quality improvement based on the PDCA cycle as the basic method of service capability building of university science parks,and builds seven steps of continuous improvement of university science park services on this basis.flow chart.Finally,combined with the service capability life cycle theory,the process of the service capability building of university science parks is discussed,and the three major constituent systems in the service capability building cycle of university science parks are defined:service capability generation and operation system,service capability maturity evaluation system,and The supporting governance system.Therefore,the core research content of the subject of service capability building of university science parks mainly includes the following three aspects:The first part is the research on the service capability generation and operation system of university science parks.This part uses the literature analysis method to conduct an in-depth analysis of the generation mechanism and operation mechanism of the service capability of the university science and technology park.The research believes that the internal components of the service capability of university science parks include four major categories:organizational elements,resource elements,technical elements,and institutional elements.These internal components are related through system building and mechanism operation.They influence,promote and integrate with each other,providing important conditions,foundation and guarantee for the formation of the service capability of university science parks.In addition,the emergence of the service capability of university science parks is also inevitably affected by external environmental factors including social economic environment,social science and technology environment,social and humanistic environment,and relevant national policies and regulations.It should be recognized that the service capability of the university science park is not a simple stacking of the internal resource elements and external environmental elements of the university science park.It also requires a certain operating mechanism to effectively match the internal resource elements and external environmental elements to make them in accordance with the expected goals.The dynamic combination can form the service capability of the university science park that users are satisfied with.In addition,in order to understand the service capabilities of university science parks more intuitively,this research combines new public governance theory to construct a new university science park service from four dimensions:service design capabilities,operation management capabilities,value co-creation capabilities,and relationship marketing capabilities.Competence framework model.The second part is the research on the service capability evaluation system of university science parks.Combining the capability maturity model of the software field,the university science park service capability maturity level model is constructed,and the service capability maturity of the university science park is divided into five levels:initial level,simple level,standard level,mature level and optimized level.In order to be able to quantify and evaluate the maturity of the university's science and technology park's service capabilities in a more targeted manner,the questionnaire method and principal component analysis method were used to determine the service ability maturity evaluation index system of the university's science and technology park(including four first-level indicators,20 Second-level indicators and fifty-five third-level indicators),using the analytic hierarchy process to get the weights of all levels of indicators.Finally,combined with the fuzzy comprehensive evaluation method,an empirical test was carried out on the service capability maturity evaluation method of university science parks.The third part is the research on the path and guarantee mechanism of the service capability building of university science parks.In terms of the path of service capability building,this research believes that university science parks should first follow the trend of digitalization,advance digital transformation as soon as possible,and build a digital service ecosystem of university science parks with systematic thinking,so as to help the incubators in the park.Companies provide better services.Based on the idea of digital governance,this chapter believes that university science parks should also follow the trend of digitalization and advance digital transformation as early as possible,so as to provide better services to the incubating enterprises in the park.In order to ensure the realization of the improvement of service capabilities,it is proposed to do a good job in the two aspects of internal governance and external governance.On the one hand,the innovation of internal governance structure mobilizes the enthusiasm of internal stakeholders to participate;on the other hand,it is necessary to realize the transformation from corporate governance to platform governance and closely link external stakeholders together.Different from the previous studies on the capabilities of university science parks from a micro perspective,this article starts from the perspective of the new public governance theory and discusses the building of the service capability of the special organization of university science parks from the meso level.The theoretical significance lies in:First of all,for universities The analysis of the service capabilities of science parks has further enriched and improved the research on organizational capabilities;secondly,through systematic and in-depth research on the generation and influencing factors of the service capabilities of university science parks,the relevant theories about the service capabilities of university science parks have been deepened.Third,the application of new public governance theory to university science park research further expands the application fields of new public governance theory.This research provides a new perspective of capability improvement for university science parks,exploratory design of the overall framework of service capability building of university science parks,and clarifies the ways to improve the service capability of university science parks,all of which are helpful to guide university science parks The specific practice of improving service capability makes the service capability building of the University Science Park more strategic and forward-looking.In addition,some of the results obtained in this research can provide decision-making reference for relevant government departments and universities when formulating relevant policies for university science parks.
