Since 1980s',morden science technology has become one more pivotal factor and the contribution ratio of knowledge capital has far overrun the traditional production factors. The Human Resource has become the most important resource. Based on the deep analysis of the actualities of high education exiting in developing countries, a conclusion was brought forward by World Bank: " If there were not more high education with higher quality ,those developing countries would discover that they could not benefit from global economy with more difficulty." At present colleges are being faced with a whole and profound change, and a transformation about management from traditional man-work to modern HRM is going along. The science and technology HR of colleges are becoming one of the most important fortunes which make colleges run now and develop to the future because of its huge potential on creating knowledge. It is this paper's tenet that trying to see roundly about the mechanism and the practice that manage and exploder this kind of valued resource and seek for mode of STHRM which fit with colleges' developing targets.This paper identifies the boundaries of the Human Resources of universities that are engaged in teaching and science research and technology exploitation. On this base , this paper analyzes the characteristics of the science and technology human resource (STHR) and particularize the actuality and hunt for the deep administrative levels ' causation setting out from the primary contents of HRM. And more suggestions and countermeasures are brought forward for ameliorating the insufficiency to improve the levels of STHRM. This paper also introduces and analyzes the actualities of STHRM of Nan Hua University.
