Farmers is a problem in China,China's problem is the problem of peasants ",rural development,must have the support of large quantities of talents;rural transformation,the first condition is transformation of the majority of farmers in thought,mentality and personality.XL County agricultural population,the vast rural areas,local economic underdevelopment,is a county-level city in the agricultural economy.XL county to achieve scientific and sustainable development of society and economy,it is necessary to pay more attention to the rural education,clear the strategic position and target of the balanced development of compulsory education,adhere to promote the balanced development of compulsory education as the most important work to catch,serious study,to solve the urban and rural compulsory education equalization related issues.At present,the phenomenon of education in many areas of China is becoming more and more prominent,which greatly restricts the equalization of urban and rural compulsory education,and has become an important obstacle to the healthy development of education in China.On the current situation and see,compulsory education has gradually developed into a public product,its commonality determines the it must choose the strategy of equalization.Therefore,compulsory education has become foundation of education,plays a fundamental role in the whole education system.It is the basic requirement to realize the social fairness and the duty that the government must undertake to make all the children in school age receive the compulsory education of the compulsory education.In this paper,from the perspective of education equity equity theory and scientific development view,on XL County in recent years in urban and rural compulsory education equalization approach,experience and effectiveness of combing and analysis,summarize XL county urban and rural development of compulsory education system,innovation of mechanism and policy effect,XL County in urban and rural compulsory education equalization process existing problems is proposed,and further put forward relevant policy recommendations and the deepening of reform direction.
