In today’s competitive society, the real most important competition behind theeconomic competition and military competition is human resources competition. Andas a basic factor of improving the quality of human resources, compulsory education issignificantly important, and it plays a crucial role for the long-term prosperity of acountry. China now is faced with a tough situation that high quality compulsoryeducation resources are still scarce, and that imbalanced compulsory educationcommonly existed between urban and rural areas are serious. As the principal part ofurban and rural compulsory education equalization policy implementation, the localgovernment plays an important role. The comprehending of the responsibility of the localgovernment and realizing how to improve its behavior should be the urgent affairs.Taking X city in Shanxi Province as an example, this article introduces X citygovernment’s work situation of equalization between urban and rural compulsoryeducation with detailed data, and it explores the reflected the actual situation of localgovernment responsibility in China. Based on the analysis of government responsibilityof X city for the equalization between the urban and rural compulsory education, thethesis is mainly divided into four parts: the first part is the introduction. The second partmainly expounds the basic concepts and theories. The third part introduces the work ofthe government to promote urban and rural compulsory education equality in X city, andit analyses the flaws in the responsibility for the equalization between urban and rural compulsory education performance and the reason analysis. The forth part is thecountermeasures.The local governments must recognize primary responsibility in equalization ofcompulsory education between urban and rural areas in theory. Only in this way it couldensure the equality of urban and rural compulsory education.
