Rejuvenating the country through education and strengthening the country through talents are major issues concerning national strategies.In the government report,Premier Li Keqiang emphasized in particular the need to narrow the gap between urban and rural areas and regional education,accelerate the process of urbanization,and improve the overall quality and efficiency of education in China so as to build a well-off society in an all-round way,in 2018.Lay a solid foundation.The equalization of compulsory education is an important way to achieve social equity and an important means to promote urbanization.China has basically universalized the nine-year compulsory education and achieved great success.However,due to the long-standing urban-rural dual economic system,the allocation of compulsory education resources in urban and rural areas has seen a clear trend of non-equilibrium development.This problem has increasingly attracted the attention of scholars.this article aims to study how to promote the equalization of compulsory education between urban and rural areas,analyzes the status quo and equalization of compulsory education in urban and rural areas in China,analyzes the causes of the unequalization of compulsory education in urban and rural areas in China,and integrates the equalization of international education.Exploring how to promote the equalization of compulsory education in urban and rural areas in China.At first,assess the current situation of urban and rural education in China.Combating the education development process and reform practice since the reform and opening up in China,we use the relevant data from 2004 to 2015 to visually demonstrate the difference in the 12 years of urban and rural compulsory education in China,and analyze the reasons for the differences between China's urban and rural compulsory education in depth.The main points are as follows: The direction of expenditure for educational expenditure is not accurate,and some provinces have insufficient education financial input;The second,differences in the level of economic development between urban and rural areas in different provinces and the same province;The third,teachers' resources are unreasonably distributed and the teacher protection system is not perfect.Secondly,we evaluate the level of equalization of compulsory education in urban and rural areas in China.Expenditures on education expenditures and number of students at school in the public finance budget were selected to conduct in-group evaluations on equalization levels of compulsory education between urban and rural areas in 30 provinces and cities in China and in the eastern,central and western regions based on the Theil index method.The level of equalization of compulsory education in urban and rural areas in all provinces and cities in China is mainly represented by four conditions: higher level of equalization,lower level of equalization,unequalization trend and unequalization,and the degree of urban-rural unequalization in the eastern region is higher than that the western region.Once again,the experience of international education equalization is used for reference.Through interpreting the reform practices of the United States and Japan that have long promoted equalization of education,we have summarized the following experiences: First,to provide policy guarantees for the equalization of education;second,to provide strong support for government finance;and third,to focus on the construction of educational resources.Finally,combining the specific reasons of the unequalization of compulsory education in urban and rural areas of our country,and drawing lessons from the experience of equalization of international education,we put forward targeted policy recommendations.First,China should determine the degree of financial capital investment in accordance with the degree of equalization of compulsory education in urban and rural areas.Second,it should reduce the financial burden on education in rural areas and improve the level of rural economic development.Third,it is necessary to strengthen the construction of teachers and improve the teacher protection system.
