Research On Government Behavior In The Development Of Social Work Service Organizations In Zhaoqing

China is in a critical period of social transformation at present,various social problems and social contradiction increasingly prominent.The government's single administrative management mode can not fully meet the needs of economic and social development under the new situation,the innovation of social management is inevitable,the diversification of social management subject arises spontaneously.In this context,the social work service organization has become a new type of social management subject,and with the support of the government to flourish,become an important subject of social management.The development of social institutions started late,but developed rapidly in Zhaoqing,which has accumulated some experience,but also faces many problems.This paper studies the development of social work institutions in Zhaoqing city based on the theory of market failure,government failure,public governance,resource dependence and other theoretical perspectives.Under the situation of Zhaoqing,we obtain first-hand information through field survey,participant observation,interview record,empirical research and theoretical analysis method in-depth summary of current situation and predicament of development,analyze the reason of the predicament,and based on summarizing the domestic and foreign advanced experience in the development of social workers mechanism,put forward some feasible suggestions and countermeasures.Through the study we found that Zhaoqing has promote the development of social work service institutions by increasing government investment in social work services,strengthening the support for the construction of social work personnel,strengthening organizational leadership and the establishment of incentives and safeguards.At the same time,the shortage of funding sources,over reliance on government functions,the scope of responsibility is not clear,the lagging construction of social work personnel,the content and the way of social service problems also gradually backward,restricting the Zhaoqing social work service agencies to further development.This study can provide reference for the establishment of the policy on social institutions,is conducive to promote the healthy development of social organization in Zhaoqing City,has a certain reference for the development of social institutions nationwide in underdeveloped areas also.
