Research On Adult Higher Education Transformation

Adult higher education is an important part in our country’s higher education system,it undertakes the important task of training different levels talents for the country.In September 2014,the State Council issued "On Deepening the Reform of Examination Recruitment System of the Implementation Opinions",it indicates that a new adult test enrollment system reform is fully launched.This paper will take Ningbo City,Zhejiang Province as an example,through the analysis of theory and under the background of social transformation,emphasizing on the existing problems and reasons in the development of adult higher education,making clear why and how to transform,and meanwhile,putting forward some strategies and suggestions of adult higher education transformation.The first part of the paper analyzes some related theories about adult higher education.Firstly,analyzing the background and meaning of the research.Secondly,giving definitions to adult higher education,the transformation of adult higher education,academic education and non-academic education,lifelong education from theoretical level.Thirdly,summarizing the existing domestic and foreign related research status.Finally,putting forward the research ideas,research methods,difficult points and the innovation points of this paper.The second part analyzes the necessity and feasibility of adult higher education transformation.Firstly,transformation of adult higher education is the need of adult higher education’s own development and the development of society,and also it is the need for building learning type society and constructing life-time education system.Secondly,from the perspective of the development of lifelong education theory and public goods theory analysis,realizing the transformation of adult higher education has theoretical support.Thirdly,as the first pilot reform city of the examination enrollment system reform,Ningbo will face huge changes of adult entrance exam system.Therefore,under the background of this research,analyzing the transformation of adult higher education has a realistic foundation.The third part describes the present situation of Ningbo in the development of adult higher education,also with the existence question and the reason for the correlation analysis.The author will take several typical adult higher education colleges as an example,focusing on adult higher education enrollment work,study mode,running principle of higher education,major setup,teaching management and faculty,analyzing these cases and finding the reasons.The fourth part focuses on the strategies and proposals about the transformation of adult higher education.The author puts forward that the adult higher education need to renew the idea,adjusting the running direction and positioning.And secondly,we need to reform the enrollment examination system,and provide institutional guarantee for the lifelong education.Thirdly,the government should transform its functions in order to mobilize the initiative of local schools.Fourthly,we should promote the reform of teaching,improving the teaching quality.Fifthly,it is important to phase out some old majors and the major setup should closely around the market demand.Last but not least,we also need to integrate the education resources,and improve the operating conditions.
