Research On University’s Non-academic Education During The Process Of Adult Higher Education’s Transformation In Yunnan Province

During the process of adult higher education’s transformation in Chinese universities, universities have made a number of attempts to develop non-academic education for many years. However, so far, only a minority of well-known universities have achieved remarkable results. Most universities, especially local universities have a lot of difficulties in it. Therefore, in order to promote sustainable and healthy development of adult higher education in universities, it is very necessary for us to know deeply the difficulties in developing non-academic education in universities and propose effective countermeasures aiming at these difficulties.Based on social transformation theory, organizational change theory, system science theory, adult learning theory and life-long education theory, this research analyses the inner inevitability and the objective necessity of developing non-academic education in universities. On this basis and according to the actual situation of Yunnan province, the author send out questionnaires to21universities in nine cities of Yunnan province and interview13leaders of School of Continuing (Adult) Education in13universities, in order to know the basic situation of developing non-academic education in universities of Yunnan province truely and objectively.Through investigation, the author find that universities in Yunnan province face both internal and external difficulties in developing non-academic education. External difficulties mainly show as follows:the policy of non-academic education is not comprehensive; people do not understand non-academic education fully; the market of training is disordered. Internal difficulties mainly show as follows: the mechanism of training lacks of flexibility and incentive mechanism is not completed; operating conditions are insufficient, especially lack of training funds; training programs mainly come from government and industry and universities do not adapt to the market actively; the establishment of training team is relatively late and "double type" teachers are rare.By summarizing and using for reference domestic existing research results and successful experience of non-academic education in developed countries, and combining with these difficulties in developing non-academic education in universities, the author propose several countermeasures to speed up the transformation of adult higher education’s transformation in universities of Yunnan province as follows: in the policy level, make the policies and laws completed; in the management level, make the management unified; in the mechanism level, establish scientific and reasonable incentive mechanism; in the fund level, open up multi-channel financing source; in the model level, promoting multi-dimension cooperation; in the teachers level, establish non-academic education training team; in the training program level, create famous training programs; in the teaching methods level, make full use of modern educational technology.
