Under the background of economic globalization,the competition between countries and countries is becoming more and more intense.As a valuable asset to promote economic and social development,talented people play an important role in the competition among countries.In the process of domestic economic development,talent as an important strategic resource has become an important area of competition between regions.In particular,the central government has proposed the introduction of overseas high-level personnel,the implementation of "The Recruitment Program of Global Experts",the regional competition between talent is a white-hot trend.How to improve the attractiveness of regional overseas talents has become a strategic issue for local governments to accelerate the modernization of the region.The city’s high-tech industrial development zone is a gathering area of high-tech industries in cities and regions,undertaking the task of innovation and radiation,and carrying capacity of high-level talents is relatively strong.Therefore,through the introduction of high-tech zones of talent analysis,to a considerable extent to understand the attractiveness of regional overseas talent,and to promote the introduction of regional overseas talent work.This paper chooses the comparative study of Ningbo,Dalian and Xi’an three-city high-tech zones.At the same time,it also makes an investigation on the attractiveness of Ningbo’s overseas talents.It is helpful to further improve the attractiveness of overseas talents in Ningbo.Firstly,this paper combs the domestic and international research situation of talent attraction,the characteristics of overseas talents and the attraction of talent,and expounds the main factors of overseas talent attraction and overseas talent attraction.Secondly,the status quo of attracting overseas talents in three-city high-tech zones of Ningbo,Dalian and Xi’an is analyzed by way of data statistics,field investigation and inquiry,etc.,and from three cities’ geographical advantages,economic strength,preferential policies,And discusses the three cities in attracting overseas talent aspects of their focus and characteristics.Dalian attracts and attracts overseas talents through industrial agglomeration,"China Sea Week",etc.Xi’an attracts overseas talents through universities and scientific research institutes.In this way,Ningbo attracts overseas talents by means of well-established and attractive policies.Thirdly,through the analysis of the data obtained from the questionnaire survey,the author has deeply studied the attractiveness of overseas talents in Ningbo Hi-tech Zone and the related evaluation.Finally,according to the results of comparative study,this paper puts forward the path of Ningbo Hi-tech Zone to attract overseas talents from policy,platform,innovation service,scientific management and industrial agglomeration.
