Talent is the one who governs the world.The coordinated development of Beijing-Tianjin-Hebei is currently our country’s main strategy,and its essence is to gradually withdraw from Beijing’s non-capital strategic function.At the same time,significant progress has been made in key areas such as Beijing-Tianjin-Hebei transportation integration,environmental protection upgrades,and industrial transportation.The report of the 19 th National Congress of the Communist Party of China pointed out that talents are the new force in national rejuvenation and international competition.During this,Xi Jinping talked about many issues about talents,which also fully demonstrated that General Secretary Xi Jinping has strong leadership skills and vision of the overall situation.In September 2010,"Hebei Province Medium and Long-term Human Resources Development Plan Since the implementation of2010-2020),Pingxiang County has continuously implemented preferential policies for regional economic development and achieved certain results.However,due to the impact of objective conditions such as Pingxiang’s living environment,administrative management system,machinery and equipment,human resources have been lost in recent years,and the acquisition and maintenance of human resources are facing difficulties.On this basis,exploring a way to attract talents,solve the problem of talent bottleneck in Pingxiang County,and accelerate the development of local talent work has become the top priority in the seven development paths.In the process of analyzing the flow of human resources in Pingxiang County,this investigation introduces the current situation,problems and reasons of the flow of human resources in Pingxiang County through questionnaire surveys,multiple correlation verification,theoretical research and empirical analysis.In the process of formulating talent policy.Based on the analysis of various factors that affect the recovery of human resources,measures and suggestions are put forward to promote the rapid economic development of Pingxiang County and gradually narrow the gap between Beijing-Tianjin-Hebei,and promote the development of urban-rural differences and coordinated development of the Beijing-Tianjin-Hebei region.Through the analysis and research of this article,three corresponding results are summarized: First,the return of talents in Pingxiang County has good objective conditions,because the return of talents in Pingxiang County conforms to the coordinated development of the Beijing-Tianjin-Hebei region in the new historical period.Major development strategies formulated by the state.Pingxiang County should firmly grasp this strategic opportunity period.Second,the key to implementing the joint development strategy of Beijing-Tianjin-Hebei lies in talents.At the same time,there are fewer and fewer top-level talents,and it is difficult to achieve the mission objectives in the "Pingxiang County Characteristic Industry Promotion Plan".The third is that if Pingxiang County wants to seize the important opportunity of talent return,it must strengthen its own high-quality policies.Only by formulating more preferential special policies and in the process of coordinated development of Beijing-Tianjin-Hebei,can we attract more talents to participate in the construction of Pingxiang County and complete various construction tasks.
