The key element influencing the balancing development of mandatory education in China is teachers.To make it true,the balancing allocation of education resources,in which teachers are the most vital and difficult part,must be implemented.The practice research on the policy of teachers balancing allocation in mandatory education stage will help examine,evaluate and improve the existing policies and promote education fairness and realize a balancing,healthy and sustainable development in mandatory education.The thesis first states the basic theories on teachers resources allocation in mandatory education,including the theory of education fairness and education resources allocation.Secondly,it analyses the policies of teachers balancing allocation in regional mandatory education area.Based on the above,it applies questionnaire and takes L District of Quanzhou as a sample to implement practical research on teachers balancing allocation policies in mandatory education.The research found that local residents were,at large,satisfied with balancing development of mandatory education in L District and,at the same time,with higher expectations.At last,it brings forward several strategies:first,better resources allocation;second,promote personnel system;third,strengthen brand establishment;four,increase financial investment;five,enhance teachers and education training.
