In recent years, with the constant fierce development of China's economy and the acceleration of urbanization, the rural population transferring to the city has increased rapidly year by year. The migration of rural population brings forth the district undulation of education demand, especially the demanding of the compulsory education. Based on the theory of resource allocation from Industrial Economics and Economics of Property Rights, the thesis discusses the problem of resources allocation in the rural compulsory education in HuBei under the background of the rural population transferring.The thesis points out that the essence characteristic of compulsory education is compulsive, universal and free. Theoretically speaking, it should be a purely public product but parochial public product in practice in China. Educational property rights theory, Economies of Scale and Economies of Scope are looked on as the base of the theory on resource allocation of compulsory education. The principle of resource allocation of compulsory education is "equity first, efficiency second" and the efficiency standards includes Pareto Optimum and maximum benefit. According to the product attribute, compulsory education should be adopted stated-educational property rights in which that the resource should be supported by the government by means of finance and tax. The factors of influencing the efficiency of allocation in compulsory education include location condition, natural environment, economic and social basics, population, and so on.Rural population mobility provides a very good opportunity to disseminate and enhance rural compulsory education and directly influence the allocation of manpower, material resources and financial as well as, at the same time it will bring a great stimulation to the educational resources allocation in the urban.The thesis points out that the rural compulsory education has developed rapidly and the difference to the whole country and the urban compulsory is reduced since the guarantee mechanism of investment in rural compulsory education has been implemented. But the difference of the allocation standards of educational resources to the whole country and the urban compulsory is obvious and that becomes the main obstacle to develope the rural compulsory education. On the whole, the rural school-age population will be decreased during the period 2005-2010 with the acceleration of urbanization which that will provides a favorable exterior conditions to disseminate and enhance rural compulsory education but the problems such as unsatisfactory basis, low quality of the teachers, insufficient educational funding required the central government and local governments at all levels should carry on their own responsibility for the sustainable development of the rural compulsory education by means of supporting sufficient funds, improving scale benefit by adjusting the distribution of schools, improving the educational quality by free teacher's training and sharing high quality educational resource and advance the construction of informatization. Improving internal efficiency by holding culture and technical training class for peasants and increasing additional teaching subjects should be adopted.
