Research On The Influence Of The Policy Of "Comprehensive Two-child" Policy On The Allocation Of Basic Education Resources In Hebei Province

Education is not only the improvement of the overall quality of a country,but also the guarantee and realization of education rights of each nation.The official implementation of the comprehensive two-child policy on January 1,2016 has a huge impact on the population pattern,and the basic education school-age population structure and scale will be significantly changed.At the same time,the basic education material resources,financial resources and human resources which are closely related to the school-age population will be affected by the policy.So the "comprehensive two children" policy on the impact of the school-age population changes,forecast analysis from three aspects of human,material and financial resources in Hebei province over the next 30 years basic education resource requirements,identify the existing education resources and the gap between the now and find the basic education resource allocation problems,based on this,advances the corresponding countermeasures and Suggestions to ensure the rational allocation of education resources and the smooth development of basic education.In this study,the main tasks are:(1)Based on the sixth census data in Hebei province in all ages of female population,women's fertility rate,mortality rate,comprehensive consideration of factors such as the one child policy and social development,the fertility rate set including three kinds of solutions,using Leslie matrix using MATLAB7.0 software of 2017-2050 school-age population change trend is forecasted.(2)Based on school-age population forecast data to measure the number of students,and the predicted result for the number of full-time teachers,school building area,education funding needs three indicators to predict the change trend analysis,the relevant indexes in 2015 as the reference value,calculate the gap between supply and demand of basic education resources.(3)On the basis of the above analysis and research,identify current basic education resource and the gap between the future demand for basic education resources,find the problems existing in the current education resource configuration,on the basis of the basis for future education resources reasonable configuration and basic education scientific development put forward the corresponding countermeasures and Suggestions.
