Nineteen big reports pointed out that the main contradiction of our society has been transformed into people's growing need to better life and unbalanced contradiction between the full development of the main contradiction in the field of education is people's ardent pursuit of high quality education and quality education resources shortage and unbalanced development,especially high the quality of teachers is not balanced,the configuration is not reasonable,resulting in the large amount of other livelihood issues continue to highlight the negative impact on Teachers' teaching and students' learning and education ecology.With the increasingly fierce,the state and local governments have introduced policies to provide policy basis for solving the large amount,such as the "national long-term education reform and development plan(2010-2020)" and the Shandong provincial government issued "on the primary and secondary schools through large amount of related matters notice" to solve the problem of urban general.In addition,each city according to the actual situation of the local also made to solve the problem of large class timetable and roadmap,but the key to solve this problem is the allocation of teachers,therefore,the rational allocation of teacher resources in a large amount of governance contributes to the balanced development of effective governance and play a large amount of education.Based on the review of the research on class size and teacher resource allocation at home and abroad,the core concept of large class size and teacher resource allocation is defined in this study.In A County of Liaocheng city as the research object,using literature method,questionnaire survey and interviews and other research methods,investigated the status quo of teachers resource allocation to the large amount of governance,combined with the reality of teacher resource management of the large amount of teachers,teachers from the allocation of the number of the teachers' quality and the distribution of the three dimensions and different aspects of the preparation of the questionnaire,and to collect the questionnaire for statistical analysis,to obtain information,allocation of teacher resources in large amount of governance at the same time,carried out in-depth interviews,mining the deep-seated problems existing in large amount of governance in the allocation of teachers.According to the actual problems existing in the research,in-depth analysis of the causes of teacher resource allocationproblem of large amount of governance,including the local economic development level is low,it is difficult to meet the needs of the number of large amount of governance;teachers' personnel system is not perfect,the effect of differences in the quality of teachers in the treatment of large amount of "post practice";the lack of effective management and guidance.The rural junior middle school teachers of resource constrained;"education value orientation of city center" resulting in large amount of governance of teachers invisible waste serious;awareness of professional ethics of teachers is weak,it is difficult to stimulate teachers' professional development motivation.On the basis of clarifying the reasons,from improving the safeguard mechanism,increase investment allocation of teachers large amount of governance;continue to implement and improve free normal students and internship policy priority supplement village school;strengthen teacher education,improve the professional level of teachers;strengthen the supervision and evaluation of the allocation of teachers class governance;strengthen the corresponding the Countermeasures of professional ethics of teachers in the new era,in order to provide a useful reference for the rational allocation of teacher resources in large amount of governance.
