Study On The Difference Of Scientific Research Efficiency And The Influence Factors Between Regional Universities Of Science And Technology

In the age of knowledge-based economy,higher education is a key element to enhance the national competitiveness.Governments of most countries attach great importance to the development of higher education,and the investment in higher education has steadily risen.Our country implements a policy that promoting the integral scientific research level by supporting high-level universities and allowing them to surpass world-class universities.Under the guidance of this strategy,higher education developed rapidly in our country,some universities have been given priority right and their scientific research strength has been rapidly promoted,making them among the top-ranking universities in the world.At the same time,some regional universities developed slowly,the difference between scientific research and development between universities and regions has become increasingly prominent,so it is very important to explore the law of scientific research progress and development in regional universities.Regional universities of science and technology plays an important role in regions development,they creat and spread scientific knowledge,and linked with the regional economic and social development.Their scientific research activities can solve practical problems,lead scientific and technological trends and inject vitality into regional development.This paper selects the regions that are less affected by the national scientific research policies.Taking the scientific research efficiency of science and engineering universities in these regions as the research object,this paper uses the DEA method to calculate the relative efficiency and vertical relative self-efficiency respectively among different regions.Then analysis the comprehensive efficiency from the angle of a single input-output ratio.Then choose 6 ratio indicators Thesis-Fund Ratio,Patent-Fund Ratio,Technology transfer income-Fund Ratio,Thesis-Scientific researchers Ratio,Patent-Scientific researchers Ratio,Technology transfer income-Scientific researchers Ratio to analyze the efficiency of funds and the efficiency of personnel utilization,and depicts the trend of research efficiency in regional science and technology universities from different perspectives.Through theory research and literature review,the author mainly analyzes the influence factors of scientificresearch efficiency from the perspective of regional scientific research policies and constructs the panel data model to test the influencing factors of various scientific research efficiencies.Finally,it is concluded that the regional scientific research funds are redundant,the scale efficiency is not good,the research efficiency falls,the personnel utilization rate is high and the utilization rate of funds is low,and the regional scientific research policies have a significant impact on the research efficiency.According to the variation of the research on the efficiency of scientific research and the differences of the influencing factors,we implement the detailed management from the regional scientific research departments,control the scale of the scientific research funds,monitor the using process of the funds,and establish the long-term incentive mechanism for scientific research personnel Tacitana and other perspectives put forward policy recommendations.This paper makes a multi-perspective consideration of the scientific research efficiency of regional universities in different regions,which can provide reference for the development of regional scientific research development strategies.Taking scientific research efficiency as the entry point,this paper verified the influencing factors of scientific research efficiency in regional universities of science and technology,explored the distribution path and mechanism of regional scientific research resources,and enriched the theory of resource allocation.
