In January 2014,Yuan Guiren,the former Minister of Education,made a speech on deepening overall education reform and accelerating the modernization of the educational governance system and governance capability at the National Education Working Conference.Since then,the modernization of the educational governance has become a hot topic in education.How to make the teaching management of ordinary high schools adapt to the demand of the modernization of the educational governance and how to realize the normative,professional,democratic and multiple management are the content and purpose of this thesis.Based on the research sample of several ordinary high schools in Changsha,this article combs through the basic contents of ordinary schools' teaching management,including teaching management,curriculum administration,classroom teaching management,teaching research management and teaching evaluation management.It also puts forward the goals and principles of ordinary schools' teaching management.The goals are to standardize school behavior,to improve teaching quality and to achieve the professional development of teachers.The principles include those of normalization,specialization,democracy and multiplicity.This thesis figures out the present situation and problems of ordinary high schools' teaching management,which are mainly related to the ideas,the institutional mechanisms and the programs.There are three main reasons explaining these problems---1,hysteretic educational idea leads to hysteretic management orientation;2,the lack of governance awareness leads to unsound management system;3,incomplete upper education reform leads to difficult execution.The thesis discusses the reasons in order to put forward some solutions to these problems.According to the requirements of the educational governance's modernization and combining with the actual situation of ordinary high schools,this thesis puts forward the following four strategies:1,educate a more advanced concept of education and update the educational idea of all the teachers and students in ordinary high schools;2,enrich the atmosphere of the educational governance and form a new teaching management pattern which is top-down and multi-participation;3,explore courageously and form a new teaching management way which adapts to the modernization of the educational governance;4,de-administration and make ordinary high schools have more autonomy in teaching management.
