Constraints And Path Optimization Of The New Type Of Professional Farmer In Northern Area Of Anhui

Cultivating new type of professional farmers is very important to promote the agricultural supply-side structural reform,and to make up for the development of the Four Modernizations,and to break through the bottleneck of “Three Rural Issues”effectively,and to achieve a well-off society.At present,the north of Anhui province contains more than half of the national poverty-stricken counties.And the level of rural economic development is relatively behind.At the same time,the northern area of Anhui is the main labor force,and a large number of rural labor are continuing outflow,what is more,most agricultural lands are abandoned.Therefore,stabilizing agriculture in the national economy basic position and training the new type professional farmers are supposed to be put into the strategic position.This paper takes northern area of Anhui as the example.Analyzing the current situation of cultivating the new type of professional farmer,by using the methods of Literature Review,Empirical Analysis,etc.And putting forwards corresponding countermeasures and suggestions aiming at the main problems existing in the practice.The paper mainly includes the following aspects:The first part is based on the Human Capital Theory,Rural Vocational Education Theory and relevant theories,describing the background,purpose and significance of the research,combing the domestic and foreign relevant new type of professional farmers,cultivating the content,clarifying the significance of the theoretical basis and realistic basis.At the same time,this part defines the concept of traditional farmers,new farmers and new type of professional farmers,to clarify the connotation of the cultivation of new type of professional farmers.The second chaper is about the general situation of northern area of Anhui,including the policy and measures,agricultural science and technology,education resource intergration,etc.According to the survey data and interviewing,analyzing the main problems in northern Anhui province.Such as the training system is old and inefficient,the lack of effective of the local government and the market in the cultivation of new type of professional farmers in northern area of Anhui province,and the development of rural education in the low level and other problems.According to the sample data,using the binary Logistic Regression Analysis,from the individual characteristics and the existing training input two aspects,analyze the deep-seated reasons,including age,policy cognition,training time,etc.Finally,combing the empirical results,and this chapter put forward that localgovernment plays the important role in the cultivation of the new professional farmers.Improving farmers' participation consciousness,and accelerating the development of rural vocational education,modilization of the main body to participate in social training,etc.It aims to speed up the development of modern agriculture reform and realizes sustainable development of regional economy.
