Research On Nantong's High-level Talent Strategy Against The Backdrop Of Economic Transformation And Upgrading

Innovation is the fundamental condition for national prosperity and strength.To enhance the capability of independent innovation and propel progress of science and technology is not only a premise for the enhancement of competitive advantage and comprehensive national strength,but also the key to economic transformation and upgrading.As pointed at The Thirteenth Party Congress of Jiangsu Province,the transformation development of Jiangsu is presently climbing over ridge and undergoing the pain of adjustment.In the next five years,whether we can achieve transformation development will fundamentally depend on the innovation which is becoming the main power for economic development.At this stage,acceleration must be made in gathering high-level talents,developing high-end industries,and establishing an innovation-oriented economic system and development mode.It not only puts forward a higher standard and requirement for the economic development,but also points out the direction of economic transformation and upgrading for Nantong.Talents are the key to promote independent innovation and technological progress.However,independent innovation and technological progress require more high-level talents with innovative spirit and entrepreneurial ability.High-level creative talents can not only directly promote economic growth,but also act as an effective way to boost economic and social development;High-level talents are not only the planners and implementers of industrial transformation and upgrading,but also the backbone of industrial restructuring and upgrading.This paper adopts the literature research,case analysis,comparative study,and questionnaire survey,etc.First of all,with the analysis of the present situation of economic development and the trend of economic transformation and upgrading during the period of the 13 th Five-Year Plan of Nantong City,we put forward the demand of high-level talents.Secondly,with the study of the quantity,level and structure of high-level talents as well as the matching degree of regional industrial development in Nantong,we can find out the issues and challenges of high-level talents team.Thirdly,we made a study on the effective approaches to introduction and training of high-level talents in some developed cities of our country in order to provide a reference for Nantong.Finally,we put forward innovative ideas to optimize and improve the policy of introducing and cultivating high-level talents,in the context of economic transformation and upgrading during the period of the 13 th Five-Year Plan,in order to provide a theoretical reference for Nantong and establish the comparative advantage of talent policy and improve the level of talent team construction.
