The party and the state attach great importance to the cultivation and introduction of high-level talents,stressed that we should "fully develop and utilize domestic and international talents resources and actively introduce and use overseas talents".Compared to the native talents,,when overseas talents come to China,they are faced with all kinds of problems,such as entry and exit control,settlement,social insurance,entry to customs,health care,children's enrollment and so on.From the actual situation,these policies are distributed in many sectors,such as finance,public security,foreign affairs,human resources and social security,customs,department of health,education department and so on,therefore,in order to achieve the ultimate goal of retaining talents and using talents in Shandong province,it is necessary to establish a more efficient coordination mechanism for service work,the aim is to integrate and innovate the functions and policy resources of various departments at all levels.We should speed up the construction of a high-level overseas talent service system with clear responsibilities,coordinated operation and thoughtful service,to form a good service environment and create a good environment for innovation and entrepreneurship,and attract more overseas high-level talents to create and start businesses.The introduction of overseas high-level personnel service coordination mechanism mainly refers to the introduction of overseas high-level personnel service work coordination mechanism between government departments.The focus of the optimization of the coordination mechanism is to establish and implement the key environment,key institutions,key institutions and so on to promote the better development of the coordination work.Therefore,this paper,guided by the theory of interdepartmental relations and the theory of knowledge management based on process,focuses on the coordination mechanism of the introduction of high level personnel services from overseas in Shandong province through literature research,questionnaire survey and comparative study.One is to comprehensively study the introduction of high level talent service coordinator in Shandong province.The main practices,existing problems and causes of the system construction are discussed.The main practice is to carry out the integrated service pattern,establish the green channel service system,refine the implementation measures of the service project,establish the expert fixed-point contact service system,and implement the "service commissioner" system.The existing problems mainly include the improvement of the satisfaction of talents,the lack of unobstructed service matters,and the urgent optimization of the service process and the need to optimize the service process.The information service means are weak.The main causes are lack of strategic planning,more service levels,and low level of service standardization,informatization and integration.The two is to analyze the experience of foreign high level talent service coordination mechanism,which is mainly to establish the efficient working mechanism,improve the overseas talent service guarantee policy,and the experience of other provinces and cities to introduce high level personnel service coordination mechanism from overseas,which is mainly to strengthen the construction of overseas talent service institutions.We should work together to enhance inter departmental work,improve the level of service informatization and optimize service processes and standards.The three is to put forward the countermeasures to optimize the introduction of high level personnel service coordination mechanism in Shandong Province,namely,to strengthen the leadership of service work,to improve the organization and construction of service coordination institutions,to improve the rules and regulations of service work,to strengthen the "three construction" of service and to build a service incentive contract mechanism so as to effectively promote the introduction of Shandong province.The development of overseas high-level talents service will attract and retain more overseas talents.
