With the rapid development of China's economy,large-scale migration of population has become the most significant phenomenon and realistic problems in our country.In this army of migrants,bearing-aged people account for the vast majority,who often have no stable occupation or dwelling place and mostly at the peak of the baby boom.Due to the personal quality,the weak position and social environment etc,the floating population can not enjoy the same rights of family planning as the local person.The floating population urgently need much more convenient family planning servics,especially when the Central Government implement the Two-children Policy since January 1,2016 which put forward demands and challenges to the local family planning department for better service.Based on the above background and the New Public Service Theory,the author studied the existing problems of family planning service of Zeya town in Ouhai District of Wenzhou through a large number of documents and investigations.The author adopts the idea of putting forward the problems,analyzing the problems and solving the problems.Firstly,the current situation of the family planning service in the town of Zeya has been comprehensively summarized,then the existing problems are refined and combed through 400 questionnaire to women of bearing-aged and interviews with the family planning service staff,new resident association managers and several women of childbearing age.Secondly,the root of the problems are thoroughly analyzed from the security system,service mechanism,the floating population itself,comprehensive governance,Two-way Management System and so on.Finally,the proposal is put forward after the analysis of causes and trend of policy development which is expected to make a contribution to promote the level of family planning service of the floating population in Zeya town and Ouhai District The author suggests that the government should strengthen the security system and stabilize the service team in the grass-roots,and increase the inputs of funds for the floating population,and innovate the family planning service modes of floating population.
