China is a country with a long history and large population.Population size makes a great contribution to the economic growth. In the C hinese traditional moral concepts, more happiness comes with more offspring.Population and development are themes of social development.Population policy with Chinese characteristics are made according to different conditions in different periods since the founding of C hina.One-child policy push the world's six billion populatio n day four years later than expected and it made a positive contribution to the stability development of the world's population. The universal two-child policy has been implemented in 2016 based on national conditions. The present research of the two-child policy mostly focuses on the impact on the demographic changes.Based on a large number of micro survey data, the paper showed the impact on how the number of children affect the happiness of parents with the individual level and provided data support for the implementation of the "The universal two-child policy ".Due to historical conditions,C hina's one-child policy is implemented strictly in the city area. But in some rural areas there is a loose "O ne child and a half policy"(if the first child is a girl, the parents are allowed to give birth to another child).Based on the latest data CFPS 2014,this paper firstly introduces the birth and sense of happiness of Chinese residents in the context. Then, considering the diversity of the fertility decision, this paper divided the sample data into four groups to study rural residents' happiness. They are One-Child group,Two-Children-Legal group,Two-Children-Illegal group(means first one is a boy)and Three-Children-or-more group. Finally,to verify the legitimacy of the birth of two children will affect parents' sense of happiness,we choose natural samples of those provinces which do not implement the "O ne C hild" policy as the control group, the same division of the group were compared. At the same time,t he views on whether or not the family planning policies should be fully opened in the academic circle are evaluated. This paper takes actual problem and oriented data characteristics into account.Considering the basic situation, individual residents quality of life, economic and social experience, multi factor and multi angle using the method of measurement is analyzed and developed to study the latest development of GPSM and micro database CFPS data. The analysis showed that(1)Parents who have two legitimate children have the highest degree of happiness. The influence of growth characteristics on the sense of parents' happiness has a gender difference.(2)Family policy does have a significant impact on Residents' happiness.(3)O n the continuous develop ing vision, through the observation of parents who belong to three children and above group have the lowest sense of happiness, the full liberalization of the three child family planning policy is not desirable.(4)At the micro level, the universal two-child policy will have a positive effect on residents' sense of happiness.
