Affected by the binary the household registration system of quasi public goods and exclusive,even if the central government formulated the "two oriented" education policy,but migrant workers migrant workers children's education problem has become the obstacle of economic development and social progress.In this context,the central government and local governments have issued policies for migrant workers children to study in the inflow areas.In 2016,the State Council issued a document for the first time to solve the problem of unfair education of migrant workers' children by purchasing the "degree" of private schools.Through the review of the previous studies,we found that the main focus on migrant workers children's social integration problem,political system,few people from the current financial system of migrant workers Migrant workers' children in education problems.Although the government has issued the policy,but the problem in the present education of migrant workers Migrant workers' children still did not find a good solution for children of migrant workers still exist the problem of school.It also makes migrant workers unable to truly integrate into all aspects of the inflow,which has become a factor affecting social stability.Therefore,I hope from many aspects of quasi public goods,the education fair,Maslow's needs theory,education,comprehensive study of Migrant workers' children thus form a whole frame theory.To solve the problem of Zhejiang province and the migrant workers Migrant workers' children education problems,has certain theoretical significance to promote economic development and social transformation and the integration of urban and rural development.Firstly,by reviewing and summarizing domestic and foreign research about migrant workers moved with their children's education,the balanced development of education from the perspective of Zhejiang Province,migrant workers Migrant workers' children family interviews.And through the Chinese family tracking survey in 2014 data collation analysis,preliminary refining the impact of migrant workers children education problems.Secondly,according to the survey in Zhejiang province in 19 provinces involved with the investigation of migrant workers moved to their children's education,through descriptive statistical analysis,find out the influence factors of migrant workers,with the relocation of their children's education.The analysis resultsshow that Zhejiang migrant workers migrant workers children attend public schools the proportion slightly higher than the national average,but there are still many problems in the public schools,low rate of migrant workers children city integration is low,is still in a state of being marginalized,the school teaching level,the teaching facilities are not complete and the children of migrant workers overall achievement is in the middle,many difficulties appear in the process of education,education corruption occurs frequently,has had many negative effects such as binary for the household registration system.The reasons for this situation can be divided into three categories,the compulsory education policy of "two priorities" under the responsibility of the central government,the lack of local government responsibilities are not equal,the local government support for private education,legal system and supervision mechanism is not perfect.Therefore,from the perspective of balanced development,this paper puts forward the methods to solve the education problem of migrant workers' children.First,the gradual adjustment of the compulsory education policy of "two priorities" in the central and local powers,including the clear responsibility of the government of center,the central government to increase financial input;quantify the responsibility of the local government,the outflow of responsibility should be clear,change the admission standard evaluation mechanism,reasonable distribution of the responsibility of the government.Second,increase efforts to support private education of the local government,mainly including the attention of non compulsory education students and expand the number of inclusive schools,improve staff compiled the existing standards and implementation of educational assistance plan,promote the Migrant workers' children's social integration.Third,improve the legal system and supervision mechanism,including the development of "migrant workers Migrant workers' children compulsory education law",the establishment of migrant workers Migrant workers' children education fraternity,the establishment of migrant children education balanced development steering group.
