The statistic data from the sixth population census shows that the urbanization rate reaches 56.1% in China. Along with the migrant workers moving, their children have immigrated to the big cities. The children of migrant workers will grow up in cities instead of villages,therefore, the inevitable problem is how to enforce their compulsory education. However, due to the restrictions in economic conditions, education system and census register, children of migrant workers have been at a disadvantage. The children of migrant workers are more likely to have school-weariness, poor academic performance, high dropout rates and low graduation rate, etc. Seriously speaking, it affects the realization of education equity. Government sectors have gradually formulated a number of policies relating to migrants. In Beijing, relatively dense flowing population, each district sets up several schools especially for these children. However, it needs to have further researches in policies implementation effect and children feelings about whether their education is fair.The article is based on migrant workers of children about education fair problem, using the method of literature analysis to analyze the research results from domestic and abroad, the stakeholder theory, educational equity theory and social integration theory as the theoretical basis to snoop the insufficient. This paper selects a public school for the children of migrant workers in Beijing to launch an investigation. Using questionnaires and interviews, this paper makes an in-depth empirical study on the educational equity of the children of migrant workers, and puts forward the corresponding educational equity strategies.This paper mainly from educational rights, educational starting point, education process, education results to investigate and analysis the implementation effect in process. The most of children of migrant workers in the school think they are faired to treat and Beijing is their ideal place. If they want to study in the public school, they have to possess “five cards”. Their parents generally lower educational level and the trades. In the process of education, the educational resources are fair, relatively lack of educational resources. In the teaching process, teachers did not recognize the particularity of migrant workers of children. teachers in the teaching process did not recognize the particularity about migrant workers of children. In education results, their academic performance is not guaranteed and the education opportunities is unfair. In this paper, the findings present fairness in education policy from educational opportunities, educational process, educational results,and finally conclude with deficiencies of this study.
