In order to achieve a balanced development of education in the eastern and western regions and narrow the gap between urban and rural areas,in 2006,according to the decision of the Central Research Institute,"special post" plan(hereinafter referred to as the "plan")was implemented in the impoverished areas in western China.After three years of implementation,the plan has,to a certain extent,solved the problem of the shortage of teachers and irrational structure of teachers in the impoverished areas in the west.In 2009,in order to further strengthen the teaching staff in rural areas,the Central Government decided to expand the implementation of the plan.The scope of its implementation was expanded from the area that basically achieve nine-year obligations and eliminate illiteracy in the west to key counties in poverty alleviation and development in 22 central and western provinces.Henan Province is located in central area of China with a large population and most of its population are rural population.Teachers are the most important educational resources,at the same time,they are also the key to supplement the number of teachers and optimize the structure of teachers in rural primary and secondary schools.According to the instructions of the Central Government "Special Post" project,our province started to implement the "Special Post" Project in 2009.After eight years of implementation,the program sent a large number of teachers to rural primary and secondary schools in our province.As of 2016,89,750 special post teachers were recruited in our province,of which 6159 were special post sports teachers,accounting for 6.9%of the total number of hires.The arrival of sports special post teacher brought fresh blood to rural schools and supplemented the shortage of rural school physical education teachers.Subsequently,the contradiction between the shortage of PE teachers in rural schools and the development of PE in rural schools translates into the contradiction between the survival and development of sports special post teachers and the development of rural school PE.However,the issue of survival and development of individuals or groups of sports special post-Gang teachers has not drawn much attention in the society.Therefore,to study the status of survival and development of teachers in PE primary and secondary schools in rural areas of our province,and to put forward reasonable suggestions for solving the practical problems in their survival and development,which will help PE teachers to serve rural education better and contribute to the rapid development of rural compulsory education in our province.This study used the methods of literature,investigation,mathematical statistics,and logical analysis to study the present situation of teachers in primary and middle schools in Henan province.The following conclusions are drawn through the research:(1)Only a small part of the special post sports teachers are full-time physical education teachers,most of which are transferred to or are the teachers of other disciplines,amateur training team coaches,class supervisors,and administrators.Special post gym teachers have a lot of work;(2)The teaching content of the special post sports teachers is single,mainly due to the restriction of the sports ground and equipment in the rural primary and secondary schools.It is difficult for the sports special post teacher to learn and play,and the special post gym teacher cannot develop the school-based curriculum according to the local conditions;(3))The special post sports teachers have a positive attitude to scientific research,but their scientific research results are few,and the special post sports teachers' research status is not optimistic;(4)There are a lot of difficulties in the life of special post sports teachers and the top four biggest difficulties are the low salary,the inconvenient traffic conditions,the poor condition of school accommodation and the marital problems.Special post sports teachers have a low satisfaction about their life;(6)The occupational identities of teachers in sports special post are low,and their employment motivation from high to low is due to employment pressure,support of rural education,temporary choice,fondness for teacher's occupation and parents' support;(6)After the expiration of the special post sports teachers service,their plans are descending from high to low in order to turn into better schools and continue to stay in the original units and take part in postgraduate entrance exams and civil servants.34.89%of the special post sports teachers are satisfied with their careers,and on the whole they have a low satisfaction about their career;(7)Although the specialties of sports special post teachers are taken seriously,their professional development is not optimistic,which is mainly reflected in the number of special post sports teachers participating in on-the-job training is low and the level is lower.In addition,the independent learning frequency of special post sports teacher is low.
