A Research On American Federal Elementary And Secondary Science Education Policies Since 1980’s

Abstract/Summary:
The United States is the only superpower country in the modern world,the development of science and technology has been the top in the world,and the science education is also keep ahead in the world.After the Second World War,the federal government officially getting involved in elementary and secondary science education,especially since the 1980’s,the federal government has made something more of it.In this paper with federal policies about elementary and secondary science education after 1980’s as the theme,and division with time of every historical government,trying to discuss and analysis the federal policies impact of elementary and secondary science education from the aspects of society background,the leaders’ ideas and the relevant policies.And then analysis the successful experiment and disadvantages of it,offering a reference to Chinese polices making in science education for basic education by the methods including literature review,trans-disciplinary research and descriptive study.In the first chapter,firstly that described the federal political system and the relationship between the federal government education function.And then,firstly,summarized the situation before 1980’s,choosing two the most famous elementary and secondary education acts,the National Defense Education Act and the Elementary and Secondary Education Act,to introduce the content,background and the influence about them.From the second chapter to the fourth chapter,it has selected some relevant laws,policies,reports or plans about from the Reagan government to the Obama government.The second chapter analyzed two main policies of the Reagan government and George H.W.Bush government from 1980’s to early 1990’s,as well as the development of science education quality in elementary and secondary schools,and compared with the previous elementary and secondary science education quality to observe the role of the federal government in this time.The third chapter enumerated the policies in the middle of 1990’s signed by Clinton government,such as Goals 2000: Educate America Act analyzed that with the demand of the development of the society the federal government’s influence in the action to improve the quality of elementary and secondary science education.The fourth chapter includes George W.bush and Obama two governments’ policies for elementary and secondary science education,including the No Child Left Behind Act and Every Child Success Act.Through the analysis,we see the development of science education in elementary and secondary schools in this period.
