Case Study On The Effect Of University Strategic Planning Implementation

At this stage,it is in the first year of the national "14th Five-Year Plan".At this time,domestic universities are also closely following the steps of the country’s "14th Five-Year Plan" and formulating their university strategic plans.With the launch of a new round of strategic planning for colleges and universities,domestic scholars and social figures have gradually increased their attention to the implementation effects of strategic planning for colleges and universities.Most strategic plans for Chinese universities are based on national education policies and guidelines,combined with their own disciplinary characteristics and professional characteristics,and are established after comprehensive consideration of various factors.However,the investigation found that the strategic plans of many universities did not exert their true effectiveness.How to effectively implement strategic planning is a relatively complex and difficult task,requiring the multiple participation of various stakeholders such as the government,school leaders,various departments and college faculty and staff.Based on the basic national conditions of our country,this article aims to draw on the relevant successful experience of universities at home and abroad,put forward suggestions for the efficient implementation of my country’s university strategic planning,and explore the path of effective implementation of university strategic planning.This article combines comparative research methods,case research methods and other research methods,collects and sorts out the relevant literature and data of domestic and foreign scholars on university strategic planning,and analyzes the current research results of domestic and foreign scholars on university strategic planning.Based on the existing research results and literature,the theoretical framework of university strategic planning and the analysis framework of its implementation effects are sorted out.Use SWOT analysis method and core competitiveness theory to analyze the formulation and implementation process of the strategic plan of an excellent private college in China.The survey content mainly includes: the school’s development goals,development vision,the specific content of the strategic plan,the evaluation and impact of the strategic plan,and so on.Taking the middle and senior leaders of the university as the core research object,conduct in-depth interviews and investigations on the strategic plans that the private university has formulated before and the strategic plans currently being implemented.Based on the analysis of interviews and investigations,it is concluded that the implementation path of the Eurasian Institute’s strategic planning has the following characteristics: timely and accurate assessment;scientific management and control of funds;use of reasonable performance management methods;establishment of relevant committees,etc.These characteristics provide a guarantee for the effective implementation of strategic planning.In order to improve the implementation path of domestic university strategic planning,and enhance the implementation effect of university strategic planning.This article studies the strategic planning implemented by Carnegie Mellon University,a world-renowned educational institution,by means of data analysis.The analysis shows that the three major strategic plans implemented by Carnegie Mellon University have similar characteristics:decompose the overall goal into easy-to-implement sub-goals;the whole school participates in the formulation and decision-making process of strategic planning;actively enhances its own social influence Power and so on.These excellent experiences can be used as reference and reference for constructing effective implementation path of my country’s university strategic planning.Through the research and analysis of the strategic planning of case universities at home and abroad,this paper summarizes the formulation process,implementation path,implementation characteristics,impact on school development and their implementation effects of domestic and foreign universities’ strategic planning.And learn from foreign practical experience in ensuring the implementation effect of university strategic planning,determine the measures that China should take in the process of improving the implementation effect of university strategic planning,pay attention to the university’s strategic planning work and the construction of its organizational system;enhance the participation of the main body of university strategic planning Diversity;formulate strategic plans with strategic characteristics;refine strategic goals and implement the responsibility system of responsible persons;take the implementation effect of strategic plans as the core indicator of external evaluation.In order to enhance the implementation effect and social influence of my country’s university strategic planning.
