| Modern apprenticeship,as a new talent training mode of Vocational Education in China,has become a key element of the reform and development of Vocational Education in China.In recent years,in order to speed up the training of technical talents,governments at all levels in China have issued a series of policies for modern apprenticeship.However,there are still a series of problems in the process of policy implementation,such as imperfect top-level design of the government,lack of guarantee and supervision mechanism,incomplete understanding of modern apprenticeship by schools,low enthusiasm of enterprise participation,and not obvious role of industry coordination.Therefore,it is of great practical significance to strengthen the research on the implementation of modern apprenticeship policy and put forward countermeasures and suggestions to solve the difficulties for the smooth implementation of modern apprenticeship policy,the realization of the expected goal of modern apprenticeship policy and the promotion of high-quality and high-level development of modern vocational education.On the basis of summarizing the relevant literature and research results of Modern Apprenticeship at home and abroad,this study traces the development process of a series of modern apprenticeship related policies in China from the central government to the local government(M city)by consulting the data and collecting the public information of the government.Based on Smith’s policy implementation model,using the methods of policy text analysis,key person interview and normative analysis,this paper analyzes the current situation of modern apprenticeship policy implementation in M city from four aspects of policy itself,policy implementation subject,policy target group and implementation environment,and finds that the following problems are exposed in the process of implementation: First,the relevant policies and regulations;secondly,the main body of policy implementation is insufficient;thirdly,the school and enterprise lack of deep integration,and the dual education mechanism is not standardized;fourthly,the social incentive benefit is insufficient.The reasons are that the policy-making process is not scientific enough,the supervision and management mechanism is not perfect,the integration of enrollment and recruitment is difficult to implement,and the adverse impact of the policy implementation environment.In view of the problems existing in the implementation of modern apprenticeship policy in M City,this paper puts forward the optimization countermeasures and suggestions from four aspects: strengthening the top-level design,optimizing the organizational structure,deepening the main cooperation,and expanding social resources.Through improving the modern apprenticeship policies and regulations,constructing the internal management mechanism of modern apprenticeship,perfecting the modern apprenticeship system with the participation of both schools and enterprises,and optimizing the integration mode of production and education,this paper puts forward some suggestions It can provide practical reference for the implementation of modern apprenticeship policy in M city. |
