Government Strategy Research On Promoting Social Work Development Of Taicang City

In the past few years,the social management function of government has been changed a lot due to the domestic economic transition and social transformation.The government’s social management power shifts downward and outward gradually.Social work becomes to be a very important field of social management innovation development since the 17th national congress and the future prospects will be better.However,its development still faces many challenges,such as imperfect work system and operational mechanism,lacking of support and supervision from colleges and universities,severe dominated tradition of community work,single source of social work organization capital chain,high turnover rate of social workers,etc.Compared with the natural development process of western social work,China’s social work development is more artificial and dominated by the government.Presently,how to organize and coordinate all aspects of the society to solve the bottleneck that restricts the development of social work should be the focus of exploration.As a pilot for the innovation of social work,taicang which locates in southeast of jiangsu provinc has developed a comparetivly perfect system and model of social work.Since 2008,the social work in taicang has grown from scratch,from small to large.Taicang comprehensively promotes "ZhengShe interaction" model,effectively form the resultant force of basic social services and management.Due to all of the practice and efforts,social work practice in Taicang becomes special and local.In 2014,it was awarded the honor of one of the first 61 demonstration areas for standardization of social work service nationally.In the past three years,the author has been doing the field surveys and interviews in Taicang and gets a well understanding of the advantage and experience in promoting the development of social work,meanwhile,some problems and deficiencies in the process of actual operation are also found.Mckinsey 7S Model,as the representative of systems thinking,has been applied to the analysis of organizational change and innovation by the world top 500 enterprises and government agencies.This article will draw lessons from the perspective of the McKinsey 7S model framework,to analyze the promotion of social work by taicang government,and summarize the characteristics including the advantages and disadvantages.On this basis,optimization suggestions to promote the development of social work in Taicang will be proposed,at the same time,the systematic strategy for the future government will be also rasised in order to provide reference for other areas of social work development.
