Education Evaluation has become an indispensable part of the whole process of education,with more importance been attached to by educational administrative authorities of all levels and schools of all kinds,based on the fact that the evaluation outcome and feedbacks serve as guidance to educational practices.As a branch of education,school evaluation includes itself for the evaluation of such elements as school environment,teacher qualifications,students' development and administrator skills.The global education fields are making endeavor for effective school evaluation mode.There is an increasing tendency for the judging and selective mode of school evaluation to be replaced by formative and developmental school evaluation mode.This research gives an overarching sketch to education evaluation and school evaluation and furthermore,gives a detailed analysis on Tier Quality Rating and Improvement System by literal research and case study.It concludes the reasonability and effectiveness through the preparatory process on evaluation organization and accessors,the implementation process on evaluation standards,data collection and processing as well as outcome utilization on improvement plan and social influence.With related new policies and innovative concepts,the kindergarten evaluation has acquired somewhat progress in its practice in our country.The rating and research on evaluation has been deepened and widened in all districts of the country.However,the practice has not been satisfactory due to such problems as lacking scientific evaluation criteria,derail of evaluation objectives,unilaterality of accessors and insufficient utilization of the evaluation outcome.This research delineates a draft blueprint of developmental evaluation from four aspects through analysis on its policy,economic,social and educational contributions,namely,to implement policies and regulations on evaluation,to provide enough financial support,to establish a three-dimensional evaluation network including kindergartens,parents and communities as well as to accomplish an effective combination of self-evaluation and exterior evaluation.
