Analysis On Community Employment Position Of Social Work Graduates

After more than ten years of recovery and reconstruction,social work professional education has developed a lot,professional process has also made some achievements,but the employment problem is still caused widespread concern.Premier Li Keqiang in the government work report in 2015 pointed out that we need to develop the professional social work,while the social work graduates who have accepted the professional education and training did not enter the right positions becoming a major obstacle to the healthy development of professional social work.The community is the main platform for the delivery of social work services.It is the important distribution area of social work employment.Starting from the analysis of the post of the community and exploring the limits for the employment of social work graduates is conducive to the promotion of social work professionalThrough the literature,semi-structured interviews and participatory observation of the three important organizations in current community: Community Party Committee,Neighborhood Committee and Community service station.The author points out the limitation of the social work profession and puts forward the corresponding measures.The research found:(1)lack of professional and technical posts in social work in the community(2)job responsibilities are not clear,the work content is too administrative(3)post entry threshold is low,household registration restrictions are significant(4)low salary levels and other incentive mechanisms like promotion channels are not satisfactory(5)The authority of community organization is not clear,social awareness is also not enough.On this basis,the study puts forward some policy suggestions on the improvement of the social work community post system: Separating the responsibility between neighborhood committee and the service station,the development of social work professional technical posts in the service station,and encourages the development of non-profit community social organizations;distinguish the responsibilities of administrative positions and professional job;increasing the professional services of community;distinguish between different types of positions within the community to enter the threshold to enhance the professional social workers post qualifications and professional requirements;reform the salary system,to promote the promotion of channels,set management and technology dual channel promotion,improve the job incentive mechanism;rationalize the relationship between the community and the street,a clear community positioning,and truly achieve the residents to participate in and residents of the autonomy function to enhance the community awareness of community work.
