| The Nineteenth National Congress of the Communist Party of China put the strategy of Rural Revitalization into the Party Constitution for the first time,which shows that the development of Rural Revitalization has become the common will of the whole Party.Scientific determination of rural development is an important measure to promote rural transformation and upgrading,improve rural living and living environment,and stimulate the motive force of rural development.Taking Ning'an City of Heilongjiang Province as the research area,this paper aims at the fact that the population of this area has been declining continuously in recent years,especially the high proportion of rural population declining,the problem of"hollow village"has been highlighted,and the problem of"unmanned village"has gradually emerged,combining with the spatial analysis function of Arcgis.By using the 2016 land use database,referring to the relevant requirements of the state,provinces and municipalities,and using the per capita construction land standard method,this paper predicts the Theoretical Renovation potential of rural residential areas in Ning'an municipality.According to the research needs,a comprehensive evaluation system of renovation potential is established,and the current situation of land use,agricultural infrastructure and land use are selected.Population status,farmers'willingness to rectify and rural vacancy rate are taken as the core indicators of the study.Delphi method and analytic hierarchy process are applied to the multi-level analysis of the indicators,and the weights of the indicators at all levels are determined according to the characteristics of the study area.Finally,the actual rectification potential is obtained.In view of the potential of actual renovation,this paper divides the actual renovation potential of 12 townships into four levels according to the characteristics of economic development and the level of economic development of the townships,and puts forward suggestions for promoting the renovation potential work at different levels.The results show that:(1)The average per capita land area of rural settlements in Ning'an City is 402 m~2/person,which is higher than the relevant regulations of the state.It is found that the situation of rural population loss in Ning'an City has threatened the actual operation of some villages and villages,some villages and villages have been left vacant,and the threat to rural development is gradual.Apparently,in the past 23 years,the rural registered population of Ning'an City has flowed out66,000 people.(2)This paper predicts that the Theoretical Renovation potential of rural settlements is 5874.25 hectares,which is too large to be realized.According to the research needs,a comprehensive evaluation system is established,and a comprehensive coefficient of 0.367 is obtained.Finally,the actual potential of rural settlements in this area is 219.62 hectares,and according to the economic development of towns and townships.According to the characteristics and practical needs,the potential of rural residential improvement is divided into four levels.Through research,it is found that Bohai Town,as the deputy central town of Ning'an City,has the greatest potential,the strongest overall desire of residents and the highest feasibility.It should be given priority in the process of regional development to propel the land consolidation in the region rationally.Governance.(3)In the course of the study,the author believes that land consolidation can not be achieved only by the policies and investments of the government and strategic investors,nor by the thought of demolishing the old and building the new,consolidating and gathering the big ones.It should be considered from the perspective of the rural human settlements environment and in combination with the Strategic Planning for the Revitalization of the Rural Areas(2018-2022).Think about it,that is,not to engage in"one side of a thousand villages",but to be able to sustain development forever. |
