With the One Belt And One Road, The Yangtze River Economic Belt three-dimen-sional Transportation Corridor Planning and the middle reaches of the Yangtze River city group developing plan of the national strategy proposed, it means that under the current system large Infrastructure projects will be to promote at all levels of government. Financial expenditure, in limited circumstances, facing the huge funding gap of infrastructure construction projects will make the government look to considerable social capital market. In this context, as both sides could have easily reached a tacit understanding is the reason of the public-private partnership BOT mode which will surely get the favour of the parties. However, under environment of too much emphasis on financing function of the BOT mode, the pursuit of profit of market players involved in under the new financing mode,whether can let public infrastructure project construction value for money will be a big test. The test of the project organization mainly reflected in two aspects, On the one hand, how to grasp the potential opportunity to integrate the whole life cycle life value; on the other hand, the diversification of investment subject will lead investment subject and construction subject into a perplexing turbulence, which to the project value formation will cause great obstacles. Therefore, to study how to from the project organization management angle to make the project value added will have great theoretical and practical significance.First of all, according to the historical evolution analysis of the project organization roles and relationships, put forward the concept of project organization management, and summaries the definition, scope, approach of project governance and project management.Then, define the concept of generalized EPC between the government and the project company, and establish a project organization management big system including corporate and government governance system, project management system, project governance system. Then analysis the communication subsystem interaction and complexity inside the project organization management big system.and on the basis of the above two project organization management research path were formed. One path in the project management system,use the WSR(Wuli-Shili-Renli) method of systems engineering to build model of the project, establish the two-dimensional objective logic analysis system of Wuli-Shili and the organizational embeddedness analysis system,and put forward only when embedded organizational relationships and projects inherent logical relationship(value forming path) is matched can it achieve the security and promotion of the value of the project objective. Finally, analyzes the implementing body(integrated design department) of system engineering method in different contract mode. Another path in the project management system, use the SNA(Social Network Analysis) technology to construct a network mode based on the contract relations and then embed special relationships existing for non contract forms such as group and its subsidiaries relationship, long-term strategic partner relationship, analyze some change of the indicators before and after the embedding, such as the whole network density, centrality index, relative influence and faction, finally use establish,strengthen or delete the relationship between roles, or define the new role,combined roles etc organization management, So that it can promote project organization development along at the direction of the formation of project value in the process of project construction.Finally this paper take Nanjing Wei 3 Road Guojiangtongdao Engineering as a case for empirical analysis...
