Along with the city expansion and population growth, the total amount of city garbage is also increasing. Process in garbage disposal mode conversion from landfill to incineration, the problem of environmental pollution of refuse incineration plant has attracted more and more attention. As a special commodity, housing price is affected by multiple factors; the influence of external environment on residential prices also cannot be underestimated. In the early sixty's of last century, foreign scholars used hedonic price model to study positive or negative influence brought by external environment on housing price. They had done a lot of empirical analysis, and achieved fruitful results. The domestic research on influence of external environment on housing prices started late. Qualitative research was used more often in early research. In recent years, quantitative research is mainly concentrated in positive effect of external environment, while negative effect was little concentrated.Based on the above, this paper draws on domestic and foreign research results and uses hedonic price method as foundation, then conducts the research on the refuse incineration plant in Hangzhou city influencing on neighboring housing prices. By establishing the hedonic price model and using the basic form and logarithmic form separately to the model to make regression analysis, we conclude characteristic variables which significantly affect house price and carry on the analysis and comparison of two kinds of results. On this basis, we divide the effect radius of incineration plant on the surrounding residential and analyze different distance of residential areas. The results show:the refuse incineration plant influence on neighboring housing price's radius is about 5 kilometers. The closer to the distance of refuse incineration plant, the more negative impact of residential prices have. Within 5 kilometers, radius of influence degree decreases gradually, while the house is basically not affected by refuse incineration plant 5 kilometers away.
