A Study Of Rural Poverty Alleviation With Science And Technology Innovation

As an essential strategic measure to reduce poverty,Poverty Alleviation through Science and Technology was proposed by State Scientific and Technological Commission in 1986 then implemented in rural areas.Through the application of advanced science and technology,it aims at reforming the closed small-scale peasant economy mode in poverty-stricken areas,improving the scientific and cultural quality of rural population,enhancing the level of resource development and labor productivity,advancing the development of commodity economy,then achieving the ultimate goal of speeding up the process of poverty shaking-off for rural population.Based on the advanced and suitable science and technology,Poverty Alleviation through Science and Technology(PAST)pays attention to improving the quality of the individuals and the resultant force for poverty alleviation.Advanced,mature and practical technology of production,spreading and popularization of the technology,supervision and evaluation over poverty alleviation of science and technology,those three items are basic elements for Poverty Alleviation through Science and Technology.Technology screening,popularization,incentives,supervision and evaluation formed the running mechanism of Poverty Alleviation through Science and Technology.At present China is in the process of rapid economic development,meanwhile the model Poverty Alleviation through Science and Technology is now still in the exploring and perfecting stage,there are few research achievements of theory about the conditions and the path and the operational mechanism of PAST.Although many scholars have provided different basis for theoretical research about PAST from different angles,it is not done within a same specific framework,nether have achieved a same definition of PAST.Meanwhile PAST needs to take the responsibility to change the productive ability in rural areas.Therefore,in order to make Poverty Alleviation through Science and Technology plays a more important role in the future,it is very necessary to explore the standard model for Poverty Alleviation through Science and Technology,and then make further innovation.As the change of rural poverty population in Shanxi Province in recent years,the important significance of PAST to increase farmers' income and to develop the rural economy has drawn more and more attention.Yangquan city,located in the east of Shanxi Province,west to the mount Taihang,is a relatively backward economic developed city.This paper takes the innovation practice of Yangquan city as an example,introduces the process and problems of PAST in Yangquan city,the background and the innovation achievements of PAST in Yangquan city,so forth,then makes an evaluation and analyzes the cause of the achievements.Through the analysis of the actual case in Yangquan city,Shanxi Province,it is concluded that the basic concept of the innovation of PAST,the innovation of the mechanism,the reform of the system,make the industry as a center,take the market as the guidance,and the farmers as the foundation,the role of the leading enterprises.The basic principle of PAST: encourage and guide the farmers to voluntarily participate,deepen the win and win cooperation,the sustainable development.The basic requirements and target etc.On the basis of the case study,the author summed up the obstacles faced by the innovation of PAST,including financing obstacles,lack of talents,market factor,and ideology factor of farmers.Finally,on the basis of theoretical analysis and case study,the author puts forward two feasible path of the innovation of PAST,led by the government or led by the farmers.This article is discussed in the logical order of "theory building-case study-conclusion ",taking the innovation practice of Yangquan city as the breakthrough point,through the analysis of actual case and the public satisfaction for the PAST,along with the analysis of the process of Yangquan city's PAST,to conclude some feasible ways of PAST innovation under the actual situation of Shanxi rural areas.And by this way,this paper may provide some suggestions for making innovation of Poverty Alleviation through Science and Technology and establishing a long-effect mechanism with the propose of anti-poverty in the new period...
