With the rapid development of global economic and technological progress,the issue of global warming is becoming more clearly,and under the background climate protection becomes a major environmental economic problem.In recent years,various pollutants' emissions have not effective deal with and the severe weather alarms us again on our country environmental problems.From the climate conference of Copenhagen to Cancun,Durban,Doha,and then to Warsaw,as a carbon emissions powers our country has been committed to control the emissions of greenhouse gas,and chooses the path of development with green and low carbon.Under this background,taking into account the vast territory of China and the regional characteristics,economic development of each regions are quite different,it's seems particularly urgent in view of the regional characteristic,economic development and analysis the space difference of provincial low carbon competitiveness by using panel data and put forward the countermeasures and policy.Depend on the analysis and summary of the development of provincial low-carbon economy of China.First of all,according to the "driving force(D),pressure(P),state(S)– influence(I)-response(R)" five types then sets up the DPSIR low carbon competitiveness evaluation index system,which bases on the 30 provinces as the evaluation objects and selects 32 evaluation indexes,this includes six subsystems such as energy system,low carbon system,economic system,environmental system,consumption of living system and industry and technology system.Secondly,calculates and analyzes the DPSIR model by using the method of Entropy-TOPSIS:(1)Calculate the weight of each evaluation index and low carbon competitiveness evaluation index by using the entropy method,which from the perspective of objective and eliminate the subjectivity of the Delphi and other methods;(2)Detect the distance between each evaluation objects and the most optimal solution,the worst solution,then sort the close degree of evaluation object after calculating.Finally,accumulate the index of each primary element,when the cumulative contribution rate is greater than 70% of the overall evaluation index,which means the p element reflects the characteristics of the province and determine the model types of low carbon competitiveness of the province.After combining with the characteristics of the provincial low-carbon development and comparing the spatial difference and the development mode of provincial low carbon competitiveness,then puts forward some corresponding countermeasures and suggestions which from various perspectives for low carbon development.The results show that the spatial differences of low carbon competitiveness are various in 30 provinces.It presents a pattern of ?strong in the east,weak in the west and middle parts,and hopping in some parts?.Guangdong province is the strongest,and Jiangsu,Beijing and Shanghai are followed by.However,Qinghai,Gansu,Ningxia and Shanxi are depression of the development of low-carbon competitiveness.The development model of low carbon competitiveness can be divided into 5 levels with 10 types,and the diversity and convergence of it are coexistence.
