Economic globalization makes more and more developing countries to participate in the global value chain division of labor system that dominated by multinational corporations. As the largest developing country and one of the world's largest economy and trade body, China, in the nearly 40 years of reform and opening-up, have stepped in the value chain of high-end location through the introduction of foreign investment, international contract, independent research and development and other international cooperation way. Especially after the accession to the WTO, although China's rising status in the international value chain space is still large, but the results of nearly 40 years is fruitful, many factors promote or restrict the Chinese value chain upgrade, such as independent research and development, quality of technical personnel, foreign capital utilization and so on.Firstly, this paper expounds the theory of the international division of labor and global value chain. Then,the paper analysises a series of import and export data by hierarchical, the industry and other dimensions, and describes the present situation of the value chain division of labor of China with the help of international trade data. And the results show the position of China in the value chain increasing year by year. Next, the paper analysises the influential factors of the value chain promoting of China, including research and development, human resource status, foreign direct investment, infrastructure conditions and other factors, and predicts how these factors affect the value chain upgrade in China. Furthermore, this paper make a empirical analysis for the factors. We select the index TSEI as the dependent variable to descript value chain upgrade, and the R&D, education degree, FDI and other indicators as independent variables, the time series of the indicators are from 1985 to 2014. The final empirical result indicates that the significant factors which are affecting Chinese value chain include the state of research and development ability, human capital, FDI and the construction of infrastructure, the paper analyzed the result of factors.Finally, the paper puts forward the policy suggestions of the value chain promotion of China:strengthening independent research and development and technological innovation ability, strengthening the human capital accumulation and cultivation, guiding foreign direct investment distinguishly, and strengthening infrastructure construction, etc.
