In the process of social and technology development, human resource becomes an active source of organization and is being improved its strategic position. The transition of human resource's role from cost to asset and capital proves the fact that people is changing the concept of human resource. Human resource is no longer treated as simple as a cost. In this changing process, however, setting up a proactive human resource plan with a clear target and carrying out by highly efficient action are the priority and basis of maximizing the human resource effectiveness. In spite of the existed leading concept, however, a poor strategy of human resource planning always occurs in management, resulting at a restriction on developing a sustainable competitiveness. This thesis is to focus on the recommendations and solutions of improving the human resource planning process. Considering field characteristics, the external and internal environment together with the current human resource planning mechanism of company A, the thesis is also to provide guidance for company human resource management and reference for similar companies in the same field.First of all, by review of the theories of human resource planning as well as the human resource future development, this thesis is to demonstrate the importance of human resource planning in the human resource management. Secondly, the thesis is to explore the root cause of human resource management problem that occurs in company development by using the research analysis of company A. Next, in terms of the real circumstances of company A, the thesis is to provide constructive recommendations for improving human resource planning and to discuss the challenges facing in organization by introducing the concept “Supply Chain” into the forecasting of human resource demand. In addition, based on the traditional analysis of position and the annual demand of human resource in future, the thesis is also to seek for possibilities of saving human resource cost by means of combining flows of logistic, knowledge, capital, information and time together. At last, the thesis is to emphasize the synergy between human resource planning and financial capabilities by taking budget and human resource policy into consideration to fulfill implementation.By analyzing the case of company A, the thesis emphasizes that human resources planning should not only focus on healthy operation of the organization structure but also have to pay attention to the balance between the personnel quality and quantity under the guidance of the organizational strategy and target. At the same time, it makes the organization and members complying with human resources policy, promotes the culture that budget management deeply roots in the hearts of people and fulfills a sustainable development of enterprise culture.
