Study On Endowment Insurance System Of Obstacles For Migrant Workers In New Urbanization

“Twelfth Five-Year Plan”carried out, New urbanization is accelerating, China has made great process. Based on the idea of People-oriented, the government sticks to people's livelihood and social governance as the two fundamental tasks of society.In the background of the new urbanization, Concerning about the vulnerable people,actively promoting urbanization of migrant workers and ensure the basic rights and interests of migrant workers, making the Reform efforts benefits the masses of people especially for migrant workers, protecting the basic rights of migrant workers, not only the important content of the construction of new urbanization, but also the great strategic goal of building a harmonious society. Now migrant workers endowment insurance system modes are varies from regions which formulated by the local government can't meet the needs of migrant workers. The old pension insurance system can't link with properly the new pension insurance system. The government,business, community promote migrant workers endowment, lacking of effective cooperation, result hot in government, but cold in enterprise and peasant workers.Low rate of enlisting endowment insurance, high-surrender rate are still exist. Migrant workers are faced with the risk of the labor market gaps because of the economic transformation, and out of the "safety net" of endowment insurance. In order to solve the above problems, creating the practical insurance schemes meets the demands of migrant workers whose job are flexible. It is urgent to establish the endowment insurance system of the nation as a whole, promote the new urbanization construction and realize social fairness and justice.In this paper, based on the theory of social governance, the author compares the typical modes of Beijing, Shenzhen, Shanghai three places of migrant workers endowment insurance systems. In the background of the new urbanization, analyze the opportunities and challenges to establish and perfect the system of the migrant workers endowment insurance. Respectively from the government, enterprises, NGO,the migrant themselves four big interest subjects, expounds the obstacles of migrant workers to participate in current migrant workers endowment insurance. The migrant themselves four big interest subjects, meanwhile in view of the four major stakeholders' responsibility achieve the migrant workers endowment insurance system to a plan as a whole, Put forward to the feasible countermeasures which to achieve the transformation from the regional urban agglomeration as the link of rural migrantworkers endowment insurance to national pension system as a whole.
