At present, China has entered a phase of rapid urbanization, from1998to2011the level of urbanization increased rapidly from30.4%to47%. Increased urbanpopulation mainly comes from transfer of rural population. Migrant workers areinevitable social groups accompanied by industrialization and urbanization processsince reform and opening. Because of their unique identity, migrant workers do nothave fair access to social security benefits, although they have contributed to thedevelopment of the city. In order to resolve the issue of endowment insurance ofmigrant workers, the existing central authority and some local governments alsohave a number of endowment insurance policies, but because of the government, thelocal government, the employer, the migrant workers and many other reasons, thesepolicies exposed a lot of problems and deficiency. In order to make all of the migrantworkers to equitable access to social endowment insurance benefits, and ultimatelyto establish a unified endowment insurance system of the whole society, but this isnot done overnight. At present, we should establish the mode of transition of theendowment insurance for migrant workers. Recommended endowment insurancepolicy to implement the hierarchical classification of migrant workers management,and the gradual establishment of the Ministry, provincial and municipal socialsecurity system, computer network of services, including social security data query,and the implementation of “a cassette” of social security card, facilitate the transferof pension insurance to continue. To migrant workers real incomes as a base ofpayment, a nationwide unified payment rates. While as soon as possibleestablished up pension insurance related supporting measures: for example, as cancelhousehold registration system, implementation citizens identity equal; speed upmigrant workers’ pension insurance legislative, established sound related legal regulations; by training, and legal assistance measures makes they improve pensioninsurance consciousness; strengthening on labor contract, fund and insurancehandling, area of specification management work, for eventually established aunified national endowment insurance system to lay a solid foundation.This article uses a literature research method, depends upon the massive consultdomestic and foreign related literature about the migrant workers and endowmentinsurance, have a comprehensive understanding to the present situation andquestions of endowment insurance for migrant workers in our country; while by fieldinvestigation, in-depth understanding has migrant workers of basic situation aseducation, income, engaged in industry, participated in pension insurance wishes,and the status quo; by qualitative analysis and quantitative analysis phasecombination, to qualitative analysis mainly of research way; analysis on thecharacteristic of peasant workers in China, as well as future class of peasant workersbelong; using the method of comparative analysis on China’s current analysis of fourkinds of typical model of endowment insurance of migrant workers, noted that thereare advantages and disadvantages of each mode.The full text is divided into five parts. The first part is the introduction to thisdissertation. This part mainly introduces the topic, background and significance,domestic and foreign research present situations, research methods and ideas,research innovation and less. Part two introduces the definition and characteristics ofmigrant workers, and review analysis of national policies. Part three describes thepresent situation of China’s migrant workers endowment insurance. Generalizes fourmain models of endowment insurance in China.That is “urban model”,“countryside”,“independent model” and “integrated model”. Through a lot of data toprove that the existing local insurance policy, because there is no effective solutionto the problems of transfer and renewal, resulting in lower insurance rates, highersurrender rate, implementation is not satisfactory. Part four analyzes the currentproblems that restrict the implement of the establishment and implementation of thepension insurance system for migrant workers. The last part puts forward theprinciples and concrete content for the transitional mode of endowment insurance of migrant workers, and related measures proposed to improve migrant workersendowment insurance system.
