Inrecent years, the frequent outbreaks of food quality and safety problems have a ttracted widespread attention, which also seriously damaged the confidence of cons umers. The food safety crisis restricted the sustainable and healthy development of fo od industry,and even impacts the entire social and economic development and social s tability. Countries around the world are exploring the food safety management mecha nisms. Grain and edible oil industry is the lifeblood for the national food industry, th us the food safety of grain and edible oil products safety management is the most imp ortant part of public administration.In this paper, system analysis method, compariso n method and integrating theory with practice, case studies and other methods are use d for research analysis.The risk analysis is carried in each step in the "From farmto fo rk" supply chain, in order to study the responsibility of national government, the prod ucers and consumers. Comprehensive management mechanism should be set up aim t o achieve the objective of ensuring grain and edible oil safety.Food safety, source control and other relevant concepts are elaborated in this pap er. The food safety incidents happened in recent years and food safety management st atus are analyzed. Through the comparison of advanced experiences of developed cou ntries and the status quo of grain and edible oil industry in China, a comprehensive m anagement model for grain and edible oil industry sources management is establishe d. The national government should play a key role in the source control of supply cha in, in the way of continuously improving, updating legislations and regulations syste m, developing the certification system and strengthening administration and supervisi on the behaviors of producers, providing transparent information platform to consum ers, advocating green and rational consumption.
