But for a long time due to historical reasons, the enterprise of science and technology management mode often remain in the foundation with work experience, for the management of scientific research projects focusing on the project and the final results, while ignoring the whole process management of project from the project, planning, implementation to a conclusion. The purpose of this study is to type in the T Institute of science and technology as the representative of the small and medium-sized enterprises and scientific research projects, and effective management by creating a project establishment, planning, implementation control and approval application consisting of five phases. Scientific research project management respectively discuss each process by combining the T Institute actual situation, focus on research the implementation phase of the project management from the schedule, cost and quality three aspects, proposed the use of the process of modern project management control method,strengthen the implementation phase of the management of scientific research projects. Through the analysis of the T Institute in whole life cycle management, from the organization and implementation process of two aspects put forward the existing enterprise scientific research project management problems, and put forward the measures of improvement.
