Global climate change problem has caused worldwide concern for the development of the low-carbon economy. It is not only the obligations for developed countries to develop low-carbon economy and fulfill energy-saving emission reduction. As the world's largest developing country, China has also made commitment to the world emission reduction obligations. The development of low-carbon economy provides opportunities for China's economic transition. At the same time, it challenges how the government effectively makes policies and how enterprises especially enterprises in supply chain deal with the challenge. However at present, China has not fully implemented low-carbon policies. There are still many uncertainties on the policymaking and the degree of implementation of the policies. The effect of the uncertainties on supply chain in low-carbon economy has certain practical research significance.This dissertation uses neo-classical economics Pigovian tax theory, new institutional economics Coase theory of property rights, supply chain coordination theory and the method of game theory to analyze how the policy tool and policy intervention intensity of low carbon policy uncertainty affect supply chain based on current situation of China's low-carbon policy in low-carbon economy background. Through the establishment of a carbon tax and carbon trading system contrast centralized decision-making supply chain model and policy intervention intensity asymmetric information unbalanced supply chain game model, the dissertation looks into the problems of centralized decision-making supply chain and coordination between supply chain enterprises under the uncertainty of low-carbon policies. Besides, the model results are numerically analyzed to validate its correctness.Main conclusions in this dissertation are as follows: 1.The effect on decisionmaking and performance of the supply chain of different carbon policy tool is different, but the government will curb production and emission reduction decisions and thus affects the total profit and the total emission reduction. 2. Unbalanced supply chain formation mechanism: Beyond the scale and critical resources(productive resources, customer channels, etc.), differences in access to information and the ability to interpret the information will lead to the unbalanced supply chain. 3. Excluding the impact mechanism design, the degree of government policy intervention and supply chain emission reduction investment decisions is approximately linear. 4. In an uncertain degree of government intervention low-carbon policy case, information sharing of the policy prediction can improve the total profits of the supply chain but the information sharing requires coordination between the interests of enterprises to be reached.
