Study On The Risk Assessment Of Urban Infrastructure PPP Project From The Perspective Of Investment

Along with the rapid advance of urbanization, urban infrastructure project demand and insufficient government funding has given rise to the introduction of PPP mode. PPP as a new financing way for the management of government departments to bring about change, effective use of the advantages of private capital to alleviate the difficulties faced by the government, risk allocation more reasonable. But urban infrastructure PPP project with full life cycle is long, huge investment, risk uncertainty characteristics, therefore,effective risk management is the key to ensure the project smooth implementation. To strengthen the risk assessment of the PPP mode research has important theoretical and practical significance. PPP model not only includes the traditional pattern of risk factors,and its many interactions between internal factors and external environment is complex, so how to effectively the PPP mode of project investment risk evaluation study, is an urgent need to solve practical problems.This article through to the analysis and induction of literatures at home and abroad as well as the relevant theories of the PPP mode in detail, provide the necessary for the following research train of thought and premise. Second, identify the investors may face in the process of the implementation of the PPP mode risk factors are: the government,market, economic, management, construction risk the risk of five categories; And by means of literature material and questionnaire interview research risk identification of the final list.The collected raw data using SPSS22.0 software for factor analysis, multiple risk factors of cluster, qualitative analysis, and the results are finalized urban infrastructure PPP projects in China in the investor the key risk factors, and builds the PPP mode of urban infrastructure project investment risk evaluation index system. Then, through to the domestic commonly used risk evaluation method, finally choose quantificating based on optimization method of fuzzy comprehensive evaluation method. The PPP risk evaluation model is established on the basis of this to introduce risk assessment indexes of digital processing and quantificating based on optimization method of fuzzy comprehensive evaluation model is established in this paper. Finally, with the examples of the Nanjing Yangtze river tunnel project from the Angle of investors, through the questionnaire survey to determine the project risk evaluation system index and weight value, using quantificat-ing based on optimization method of fuzzy comprehensive evaluation method to build model to determine the project risk grade, in view of the case project of the key risksinvestors risk assessment results and put forward countermeasures and Suggestions.The article aims at the PPP mode in our country urban infrastructure project investment evaluation, risk control to provide the reference opinions effectively.
