Research On Risk Assessment Method Of Urban Infrastructure Public-Private Partnerships Project

Urban infrastructure is an important part of the city.With the rapid development of China's economy,people's living standard is increasing day by day,and the demand for urban infrastructure is increasing.In order to quicken the pace of the construction of the city,relieve the government debt pressure,live the social capital and reduce the project risk,the country began to vigorously promote the PPP mode.However,with the wide application of PPP mode in urban infrastructure construction,the corresponding risk problem is increasingly prominent.In urban infrastructure projects in the early period of the original investment,long payback period of cycle,and strong professional characteristics,the PPP mode the rights and duties in the relationship between the parties are intertwined,and project risk factor compared to the traditional urban infrastructure projects is more complicated,involving such as the change of laws and regulations,the adjustment of the approval process,credit risk and income security,and so on.Therefore,it is a very important problem to study the risk assessment of PPP project in urban infrastructure.Based on the research results of many experts and scholars at home and abroad,this paper discusses the risk assessment methods of PPP projects in urban infrastructure.First of all,to the literature of urban infrastructure PPP project risk at home and abroad and the domestic current situation of the current promotion,expounds the connotation and characteristics of urban infrastructure,financing mode,the PPP mode of related theory,organization,operation flow,compared with the traditional model has the advantages of and project risk,such as definition,characteristics and management procedures,determines the urban infrastructure PPP project risk evaluation method research content framework.Second,the urban infrastructure PPP project risk factors of recognition method,has carried on the comparison and selection theory of failure to invest in some previous large amount and high attention at home and abroad,the typical urban infrastructure PPP project case studies,find out the project in construction,operations,finance,force majeure,government/legal aspects of risk factors,build a checklist of urban infrastructure PPP project risk factors.Again,for the urban infrastructure PPP project risk assessment model,analyzes the common methods of project risk assessment,selection of the analytic hierarchy process(AHP)and grey system theory of combination evaluation method,build a three level of urban infrastructure PPP project risk assessment model,through the analytic hierarchy process(AHP)to determine weights of various risk factors,using the grey system theory to project the overall risk for clustering analysis,it is concluded that the specific urban infrastructure PPP project risk level.Always believe that something wonderful is about to happen.Finally,through the introduction of H city urban sewage pipe network and water management of the example of the PPP project is applied,it is concluded that project comprehensive evaluation level for low risk level,with the project to reduce and eliminate the risk taken by the corresponding measures,summed up a project reference value,facing the risk to provide reference for similar projects.
